ともデ−タ要求を発した端末のアドレスを含む要求元情
報を発生する受付手段と、 前記読出要求に従って前記蓄積手段からデ−タを読み出
し、送出デ−タとして送り出すとともに、少なくとも送
出準備の完了情報を含む送出準備完了通知を発生する読
出手段と、 単位時間あたりの前記要求元情報の数を計測し、その値
が予め規定された値を下回つた場合に密度低下通知を発
生する密度判定手段と、 前記送出準備完了通知と前記要求元情報と前記密度低下
通知からデ−タの送出準備が完了し、かつ、密度低下通
知の発生時刻以前に要求を受け付けた有効端末を判定
し、少なくとも前記有効端末のアドレスを含む送出先情
報を発生する送出先設定手段と、 前記送出先情報に従って、デ−タを必要とする端末に前
記送出デ−タを送出する送出手段とを備えたデ−タ送出
