Among the general-purpose adhesives prepared using synthetic resin, synthetic rubber, natural rubber, recycled rubber, or the like as a main raw material, the adhesive property with the base material is not limited. It can be used if it has good durability such as alkali water resistance. However, when the base material is a fluororesin, it is necessary to use a fluororesin adhesive. The following composition can be used for specific examples of pressure-sensitive adhesives which exhibit extremely high effectiveness in common with both general-purpose base materials and fluororesins. SBS (styrene-butadiene-styrene block copolymer) (Shell TR-1118) 30 to 35% by weight Petroleum resin (tackifier) (Exxon Chemical 2101) 45 to 55% by weight Process oil (plasticizer) (Shell 371JY) ) 15-20% by weight

CHF-), vinylidene fluoride resin PVDF (-
CH 2 —CF 2 —), ethylene-tetrafluoroethylene resin,
Chlorotrifluoroethylene resin PCTFE (-CF 2
-CFCl-), ethylene-chlorotrifluoroethylene resin ECTFE, perfluoroalkoxy resin PFA
(Copolymer of CF 2 CF 2 and ROCFCF 2 , R is perfluoroalkyl), perfluoroethylene propylene resin (copolymer of CF 2 CF 2 and CF 3 CFCF 2 ), ethylene tetrafluoride resin, etc. Can be mentioned, PV
F, PVDF and PCTFE are preferred, and PVF is particularly preferred. Fluororesin has excellent weather resistance, but because it passes ultraviolet rays, the adhesive layer is degraded and easily peels off from the interface with asphalt. Therefore, it is preferable to blend an ultraviolet absorber or a dark colorant in a layer outside the adhesive layer. The use of a dark colorant is preferable because the ultraviolet absorber alone is insufficient. Although there is no particular limitation on the dark colorant, carbon black is preferred because it has the most ultraviolet blocking effect.

For example, epoxy resin, chloroprene, cyanoacrylate and the like can be mentioned. As a component constituting the adhesive layer (b), any adhesive for a fluororesin can be used. In particular, an acrylic urethane-based or polyester urethane-based adhesive is preferable. It is preferable that the surface of the fluororesin to which the adhesive is applied is subjected to an adhesiveness improving treatment in advance. Known methods such as corona discharge and surface roughening can be used as the adhesion improving treatment.

After the waterproof sealing material is adhered, it is preferable that the waterproof sealing material is pressed against the stepped portion by applying a pressing rotary roller (see FIG. 7) having a thickness of 2 to 3 mm so that the waterproof sealing material adheres tightly.
