1. A rotating electric machine comprising an alternator which is provided on a turbine shaft of a turbocharger attached to an exhaust pipe of an engine and whose rotor is constituted by a permanent magnet and which is reversibly operable by a generator motor, and wherein the rotor is constituted by a permanent magnet.
