[Operation] The invention described in claim (1) measures the discharge voltage by discharging the storage battery. Next, the charging time is measured, and the presence or absence of the remaining capacity of the storage battery is determined based on the charging time. If the charging time is longer than the specified time, it can be determined that the remaining capacity of the storage battery is almost empty. . On the other hand, when the charging time is shorter than the specified time and the measured discharge voltage is equal to or lower than the predetermined voltage, it can be determined that the storage battery has a memory effect.

Hereinafter, an embodiment of the present invention will be described in detail with reference to the accompanying drawings. FIG. 1 is a circuit block diagram of a nickel cadmium battery charger (1) having a nominal voltage of 1.2 V. After passing through the line filter (3), the charger (1) rectifies the DC power by the rectifier circuit (4) after passing through the line filter (3), and makes the switching element (5) a pulse current. This pulse current is transformed by a transformer (6) at a predetermined transformation ratio, and charges a storage battery (not shown) connected to output terminals (8) and (9) via a rectifier circuit (7). (10) is a full charge detection circuit and a memory effect warning device for warning a memory effect. The memory effect warning device (10) includes a discharge circuit (11) provided after the rectifier circuit (7), an A / D converter (12) for A / D converting the voltage of the storage battery, and a control unit (13).
And an alarm device (14). The control unit (13)
Controls the switching element (5) to control the output terminal (8)
While charging a storage battery (not shown) connected to (9), the voltage of the storage battery is monitored via an A / D converter (12). Then, when the voltage drop (−ΔV) after the battery voltage reaches the peak value is detected, it is determined that the battery is fully charged,
The charging current is reduced to a very small current, and a transition is made to trickle charging to prevent overcharging.

Next, the operation of the memory effect warning device (10) will be described with reference to the flowchart of FIG. First, when a nickel cadmium storage battery is connected to the output terminals (8) and (9), the control unit (13) detects the connection and (step 10).
1) Turn on the transistor (16) of the discharge circuit (11) (Step 102). Then, the current of the storage battery is

After a lapse of 0 seconds (step 103), the control unit (13) measures the voltage of the storage battery that has been digitally converted by the A / D converter (12), stores this voltage (step 104), and discharges the battery. (11) is turned off (step 105). continue,
The control unit (13) operates the switching element (5),
The charging is started by passing the set current for charging for one hour through the output terminal (8), and the counting of the charging time is started by the timer means (step 106). Then, the control unit (1
3) Output terminal (8) via A / D converter (12)
The voltage during (9) is monitored sequentially (step 107). When the voltage drop (-.DELTA.V) after reaching the peak voltage is detected, it is determined that the battery is fully charged, and the charging and time measurement are stopped (step 108). If the measured charging time is 50 minutes or more, it is determined in step 109 that the battery has been charged normally, and the process ends (step 112).

On the other hand, if the charging time is less than 50 minutes, the process proceeds to step 110. Here, if the storage voltage in step 104 is 1.1 V or more, it means that the storage battery has capacity remaining,
It is determined that the time to reach full charge has been reduced to less than 50 minutes due to the effect of the remaining capacity, and the process ends (step 112).

When the time required for full charge is less than 50 minutes and the voltage before the start of charge is less than 1.1 V, the discharge characteristic of the storage battery is changed from the state of the memory effect shown in FIG. It is determined that there is. Then, the control unit (13) activates an alarm device (14) such as an LED (step 111) to warn the user of the occurrence of the memory effect.

Further, the discharge circuit (11) is not provided as a simpler structure, and the step 106 is directly performed from the step 101 shown in FIG.
And the step 110 may be omitted. In this case, the alarm is turned on when the charging time is less than 50 minutes. When the memory effect warning is displayed, the storage battery has the remaining capacity or has the memory effect. In the case of a storage battery that has been determined to have a remaining capacity of 0 before charging, that is, a storage battery that has been used until the used device stops operating, it can be determined that a memory effect has occurred.

[Effect of the Invention] According to the invention described in claim (1), the voltage difference due to the remaining capacity is expanded by discharging the storage battery, and the determination of the remaining capacity is ensured. Then, the presence or absence of the memory effect is determined based on the charging time and the measured voltage at the time of discharging. That is, when the charging time is shorter than the specified time and the measured voltage is equal to or lower than the predetermined voltage, it can be determined that the memory effect has occurred.
