カメラで手洗い装置1の周辺を撮影することにより、手洗いがちゃんとできているか(例えば、(1)手を濡らし、(2)薬剤を皮膚につけて、(3)手をもみ洗う動作をして、(4)洗い流す、の各ステップの動作をしているかを、撮影画像に基づき判定する。又は、後述する「手洗い評価」等に示すように、手洗い装置1等に備え付ける赤外線センサにより、手洗い時のユーザの手の動かし方を評価する)、故障が発生していないか(後述する)、メンテナンスの必要があるか(手洗い装置1が、メンテナンスが必要であることの出力(発光など)をしている等)等の情報を得ることが可能となる。また、人感センサ等のセンサで手洗い装置1の周辺をセンシングすることにより、手洗い装置1の前に人がいるか、手洗いの際に何秒間手洗い装置1の前で滞在したか等の情報を得ることが可能となる。
また、監視装置300は、センサ又は手洗いの監視画像データからユーザの手の大きさを検出するように構成してもよい。この場合、監視装置300は、検出した手の大きさを手洗い装置1に送信する。第1の実施形態に係る制御部60は、例えば、検出した手の大きさに応じた量の薬剤を吐出する。なお、監視装置300から監視データが手洗い装置1へ送信され、手洗い装置1で手の大きさが検出されてもよい。また、手の大きさは直接検出されるのではなく、身長、性別、年代等のユーザの属性から手の大きさを推定するようにしてもよい。
