基盤部と、該基盤部の上面側に設置される、複数のLEDが取り付けられた光源部及びバッテリーを備える発光本体部と、走行中の車両のタイヤが乗越え可能な高さで前記発光本体部を覆って前記基盤部の上面側に取り付けられた、前記発光本体部を臨ませる透光窓部を備える防護カバー体と、前記基盤部の外周縁部から外側に張出すようにして、全周に亘って環状に連続して設けられたゴム製ツバ板部とを含んで構成されており、
該ゴム製ツバ板部は、10〜150mmの張出し幅で前記基盤部の外周縁部から外側に張り出して設けられており、前記ゴム製ツバ板部の下面を路面に接触させた状態で、路面に設置される発炎筒代替発光装置。
