前記ストランドの周方向に沿って配設される素線よりなるコイルを前記ストランドの外周面に対し所定の間隙をおいて配置し、
前記コイルに交流電圧を印加して当該コイルと前記ストランドとの間に誘電分極を生じさせ、
前記誘電分極による前記静電容量に関連する値を前記コイルで測定し、
