透水性ブロックを使った路盤施工は、近年、ゲリラ豪雨などによる排水溝への過度な負担を軽減するため、各地で施工されている。また、その施工は、ヒートアイランド現象の軽減にも効果があるとされ、雨が降った後に透水性ブロック内に残った水分が蒸発する際に蒸発熱を奪い、これが所謂、打ち水効果として周囲の気温を下げ、結課、ヒートアイランド現象の軽減になるのだが、元来、透水性ブロックは、雨水を通過させる構造であるのでブロック内に残る水分量が圧倒的に少なかった。ブロック内の水分量が少ないことは、ヒートアイランド現象の軽減の効果が持続しない。

本発明は、透水性ブロックの例えば底面や側面の一部を防水などの加工処理を施しているだけなので、雨水の透水する機能は温存される。新たに貯水機能を付加した透水性と貯水性という二つの特性を兼ね備えたブロックの完成を見るのである。また、このような防水などの加工処理を施せば透水性の機能を持ったあらゆる造形物に応用できる。
防水などの加工処理の一例として一般に市販されている防水機能があるペンキなどを透水性ブロックの目的とされる部位に塗布することで工業的に大量に加工可能である。For example, if processing such as waterproofing is performed on a part of the bottom surface or the side surface of the water permeable block, the rain water cannot be passed through the portion and the rain water is accumulated in the block. As an example of processing such as waterproofing, a large amount can be industrially processed by applying a paint having a waterproof function, which is generally marketed, to a target portion of the water-permeable block.
