A substrate comprising one of a foam material and a sponge material;
An ultraviolet (UV) crosslinked texture layer formed on the surface of the substrate;
A sliding washer.   The scrubbing tool of claim 1, wherein the texture layer extends up to 200 microns outside from the surface of the substrate.   The shaving tool according to claim 1, further comprising a chemical solution absorbed by the substrate.   The shaving tool according to claim 1, wherein the texture layer has a hardness at least equal to a hardness of the base material.   The shaving tool according to claim 1, wherein the base material is made of a single layer material. Transferring the resin composition onto the surface of the substrate to form a texture layer to be UV treated on the surface, thereby forming a temporary washing tool;
Treating the temporary scouring tool with UV irradiation to form a UV-crosslinked texture layer on the substrate surface;
The method wherein the substrate comprises one of a foam material and a sponge material. The method of claim 6 , wherein the UV crosslinked texture layer has a relative hardness that exceeds the hardness of the substrate. The method of claim 6 , further comprising exposing the temporary scouring tool to heat prior to the treating step to evaporate solvent from the texture layer to be UV treated. The method of claim 6 , wherein the UV treated texture layer comprises a UV polymerized texture layer having a relative hardness equal to or greater than the hardness of the substrate. Forming a composition to be UV treated on the surface of the substrate to form a UV crosslinkable texture layer;
UV treating the texture layer by exposing the texture layer to UV radiation to form a UV cross-linked texture layer;
The method wherein the substrate consists essentially of a sponge material or a foam material.
