前記原動機の負荷が所定以上での前記作動弁の作動油の圧力と原動機の実回転数との関係を示す特性であって前記目標回転数に対応して定められた複数の第1制御特性と、前記原動機の負荷が所定未満での前記作動弁の作動油の圧力と原動機の実回転数との関係を示す第2制御特性とを記憶する記憶部と、
前記目標回転数からの前記実回転数の低下量が予め定められた判定値未満である場合には前記第2制御特性に基づいて前記作動弁の制御を行い、前記低下量が前記実回転数の判定値以上である場合には前記目標回転数に応じて定められた前記第1制御特性に基づいて前記作動弁の制御を行う制御部と、
