前記文字列に含まれる発信元の要望を基に前記架電リストと前記コールバックリクエストリストとをマージした発信リクエストリストを生成する発信リクエストリスト生成部と、
空きオペレータの電話機を、前記発信リクエストリストの順に発信可能な状態にする回線接続部と
