次の手順によって、
1.バッグ受台に載置したフレコンバッグの底部の排出口と定位置の筒部材の上端部とを連結手段によって連結し、
2.排出口を閉じる縛り紐を解き、
3.昇降手段によってフレコンバッグをバッグ受台から、筒部材を連結した状態で所定量上昇させて保持し、
4.フレコンバッグの底部を、連結手段と筒部材の自重、およびフレコンバッグ内の粉体の排出による減少、によって下方に引き下げて、
