キャップ1の天板1−1の中心に回転軸3を設け、キャップ1の下端寄りの円周上に所定の間隔で直列状もしくは千鳥状に中心軸方向に貫通させた孔4を設け、該孔4に弾性をするワイヤーロープ2の先端2−1を挿入し、該先端2−1をキャップ1の同心円上に並べ且つ、所定のボルト6の径に合わせる。一方、未挿入のワイヤーロープ2はキャップ1の外側から外筒5をキャップ1の中心軸に沿って下側(矢印A)から押し上げて挿入するとキャップ1の外表面と外筒5の内表面との間に挟持される。以下使用状態図を基に設定方法について図面に基づき詳細に説明する。
