平滑化タイミングを通知する平滑化期間通知処理部と、
前記IPカプセル化処理部で変換したTSパケットをバッファリングするTSバッファメモリと、
平滑化期間内にバッファリングしたTSパケット数を取得するTSパケット数取得処理部と、
平滑化期間と前記TSパケット数取得処理部で取得したパケット数から平均的な送信間隔を算出するTSパケット送信間隔算出処理部と、
固定の周波数でカウントアップするタイムスタンプカウンタと、
前記タイムスタンプカウンタと前記TSパケット送信間隔算出処理部から送信タイムスタンプを算出し設定するTSパケット送信タイムスタンプ設定処理部と、
前記TSパケット送信タイムスタンプ設定処理部でタイムスタンプを設定したTSパケットをバッファリングするTS送信バッファと、
前記TS送信バッファ内のTSパケットのタイムスタンプを前記タイムスタンプカウンタと比較し、送信時刻になった時に送信処理を行うタイムスタンプ比較処理部と、
前記タイムスタンプ比較処理部で送信処理を行った後にTSパケットを送信するTS送信部とを含み、
