前記偏波変調器の変調振幅を変化させたときの、前記光電変換器から出力される電圧の変化に基づいて、前記偏波変調器が偏波変調する2偏波が略直交する変調振幅を判別し、当該変調振幅で変調するように前記偏波変調器を制御する制御器と、
