前記読取装置を識別するための読取装置情報および前記読取装置が設置されている場所を示す場所情報を関連付けて記憶し、前記被監視者が前記施設内で移動可能な領域を示す領域情報および前記無線機情報を関連付けて記憶して、前記無線機が前記領域から出たことを履歴情報して記憶する記憶部と、
前記被監視者が前記領域情報に対応する領域から出たことを報知する報知部と、
前記読取装置が前記無線機情報を読み取った場合に、前記無線機情報を読み取った読取装置の読取装置情報に関連付けて前記記憶部に記憶されている場所情報および読み取った前記無線機情報に関連付けて前記記憶部に記憶されている前記領域情報を取得して、取得した前記場所情報が前記領域情報に含まれているか否かを判定する徘徊判定部と、
