つまり、消防の消火作業は過酷で重労働なため、消火活動が終わりホースを撤収する体力が残っておらず、何時次の出動要請がでるか分からない為に、時間に余裕がなく迅速に行う必要がある。
しかし、現状は疲労した体で腰をかがめ大量のホースを巻いているのが現状であり、このホースを巻く作業を楽にしたいのが主旨である。
