本発明では、例えばアスベスト等の有害物質を取り扱う作業現場で使用される防護服や隔離シート等を水に溶融可能なシート材料から形成することで、その防護服等を廃棄処分する際に、従来のように埋設処分するのではなく、例えばシート材料の溶融可能な温度に設定された水を溜めた溶融槽を作業現場に設置し、その溶融槽に防護服等を投入して溶かして排水させることで廃棄処分することができる。そして、防護服等として使用されたシート材料に付着しているアスベスト等は、処理液中に分散され、且つ湿潤化されることから飛散しない状態で処理されることになる。また、フィルム層の両面に不織布層が設けられているので、遮断性を有するフィルム層を接触等から保護することができるうえ、防護服等にシート材料を使用する場合に、着用する作業員が直接フィルム層に接することなく柔らかい材質の不織布層に接することになり、使い心地を高めることができる。
