全体形状が略漏斗状とされた装置本体と、該装置本体の上縁寄り位置に設けられ、装置本体をマンホール、密閉マンホール等における内圧解放用の排気口、雨水桝、汚水桝等の下水道付属設備の入り口部付近に着脱自在に取り付けるための装置取付手段と、前記略漏斗状をした装置本体の下端側の径の小さな排水筒の先端開口面に開閉自在に取り付けられたフラップ弁とを備え、
前記フラップ弁は、排水筒の先端開口面の外周に固着された円弧状の外胴用マグネットと、排水筒の先端開口面に開閉自在に取り付けられた開閉弁体とからなり、
前記開閉弁体は、裏面側に前記外胴用マグネットと同じ形状になる円弧状のシート用マグネットを固着されたフレキシブルシートから構成され、
該フレキシブルシートを、裏面側のシート用マグネットが排水筒側の外胴マグネットに重ね合わさるように排水筒先端面に押し当て、排水筒の周囲からはみ出しているフレキシブルシートの余剰部分を排水筒側に向けてほぼ直角に折り返し、該折り返された余剰部分のうち、シート用マグネットが存在しない後ろ側半部をシート固定手段によって排水筒の外周面に水密に圧着固定するとともに、前半部側は排水筒の先端開口面から所定長さ外方へ延出させることにより、左右の側縁が立ち上がった樋状の開閉弁体とし、
