柔軟性を備え、前記絶縁碍子に長さ寸法調整可能に巻き付けられて、前記絶縁碍子に固定可能なベルト部材と、
前記ベルト部材が取り付けられると共に、硬質素材で形成され、前記ベルト部材を前記絶縁碍子に巻き付けたとき絶縁碍子の周囲に配置される2つの取付基板と、
前記各取付基板に配置され前記取付基板が絶縁碍子に配置されたとき略水平方向に張り出す足場部材と、
前記絶縁碍子の前記ベルト部材の固定個所の上方に固定されると共に、前記足場部材に連結され、前記足場部材を上方に向け支持する補助固定部材と、
