心線に、縦方向に並ぶようにブラシ毛材を植毛してなるブラシ部材と、
上記ブラシ部材を組み込むことにより、上記ブラシ毛材を縦方向に向って延長する複数のブラシ毛材束に束ねることにより当該ブラシ毛材束間に縦方向に向って延長する塗布液溜りを形成する複数のブラシ間部形成柱を有するブラシ保持部材と
を有し、上記ブラシ部材及び上記ブラシ保持部材を塗布液貯液部に浸して引き抜いて上記塗布液貯液部のしごき部材のしごき動作がなされたとき、上記複数の上記ブラシ毛材束間の上記塗布液溜りに多量の塗布液をしごかれずに保持する
