図19Aでは、サブマトリックスSMの仮の閾値の順序と同一の順序となるように4つのブロックの閾値の順序を定め、その定められた順序で閾値を順次増加させている。ブロックB1では、サブマトリックスSMで仮の閾値が1とされる位置に対応する位置C1の閾値を「1」とし、仮の閾値が2、3、4とされる位置に対応する位置C2,C3,C4をそれぞれ4つずつ増加するように、「5」、「9」、「13」と設定している。ブロックB2、B3、B4についても、仮の閾値「1」に相当する位置C1の閾値がそれぞれ異なるだけで、基本的設定方法は同じである(即ち、位置C1から4つずつ増加させてC2,C3,C4の閾値を定めている)。なお、仮の閾値が5以降の位置に対応する位置についても同様に設定できる。
