雨水の流出抑制を目的とするためには、地下水位が低い場合は透水性のシートで包み、貯留された雨水を徐々に地下に浸透させ、地下水位が高い場合は地下水が内部に入らないように遮水性のシートで包み、槽内に雨水を受け入れた後、徐々に下水あるいは河川に放流することが行われている。これら部材は、また軽量盛土材その他としての用途が提案されている。
これら貯留部材を使用する槽は、内部点検、あるいは雨水以外の下水を貯留する場合等内部清掃に問題のある場合がある。特開2004-092334に開示したように、これら貯留浸透施設の内部点検を目的とし、貯留空間内部に点検用通路を設ける提案もある。また、特開2001-090167に開示した図5に示すような清掃用として下部に泥だめ用の空間を設けたものも提案している。

通路部を沈砂部とすることで施設内部には清浄な水を導入している。
本第3の発明は、上記1記載の貯留浸透施設において、前記通路の槽側の壁面に槽内点検用の孔を設けた上記1記載の雨水貯留浸透施設である。
