本発明は、監視センターにおいて特定された移動監視対象を追跡監視する特定対象追跡監視システムに関し、特に防犯、安全確保、管理上の便宜等の目的で、多数の中から特定された追跡対象の追跡監視を継続的に実施する特定対象監視システムに関する。

【従来の技術】
繁華街、競技場・球場、遊園地、駅構内、空港、地下街、大型店舗、金融機関等においては、特に防犯や不法行為監視のために監視カメラが設置されていることが多い。通常の防犯カメラは、所定範囲を独自に撮像し、交番、駐在所、監視室、管理室、警備室等に詰めている担当者が適時に監視し、または必要に応じてVTR記録を行っているものが多い。簡易な監視カメラにあっては、記録時間が30分や1時間程度のエンドレステープに記録しておき、窃盗、盗難、恐喝、強盗等の問題があった場合に当初まで巻戻して検討するようなものも多い。

暴力事件、喧嘩、覚せい剤・麻薬類の密売等不法行為が懸念されるような地域の防犯のために、道路沿いに監視カメラが設置され、監視者が注意を払いつつ監視を行い、異常な人だかりや人物像の動きから問題があると判断された場合に、監視カメラを遠隔操作してパン、ズーミング等を行い、必要に応じてVTR記録を行っている。

また、繁華街におけるより積極的な防犯のために、異常通報ボタン、監視者との通話を行うためのインターホン、赤色灯・サイレン、監視カメラ等が配設されている、いわゆるスーパー防犯灯に係る技術が開示され(特開2002−288764、特開2002−298261)、実際に設置されはじめている。

これは、幼児・児童・生徒、女性、老人等に対する嫌がらせ、暴力、誘拐等の危害を受ける可能性がある際に、異常通報ボタンを押下することにより交番、駐在所、監視所等に異常通報が届き、担当者との間でカメラによる通報者の確認、インターホンによる通話および事情説明、赤色灯点灯およびサイレンその他警報音の吹鳴等により加害者への威嚇などを行いながら被害者の救助または事件の未然防止等を図ろうとするものである。

しかしながら、このようなスーパー防犯灯にあっては、監視カメラの監視可能範囲が限られており、担当者が通報後迅速に現場まで急行できない場合や周囲に協力者が不在の場合にはかえって逆効果になり被害者に危害が及ぶ事態も有り得る。

【発明が解決しようとする課題】
本発明は、通報手段、TVインターホン、監視カメラ等を具備する複数の追跡監視ポストを監視対象領域内に設置し、これら追跡監視ポストを相互連携させ、広範囲にわたり特定対象を追跡監視することができる特定対象追跡監視システムを提供することを課題とする。

【課題を解決するための手段】
本発明の課題は、現場情報を音声および/または画像として通報する通報手段、追跡監視管理センターからの応答手段ならびに追跡用TVカメラを搭載し、監視対象領域1をカバーするように配置された複数の現場設置監視ポスト20A、20B、20C、・・・と、これら現場設置監視ポストから現場情報の通報を受けて応答すると共に、追跡対象を特定して前記追跡用TVカメラを追跡モードに切り換える指示を行うシステム管理センター10と、からなる特定対象追跡監視システムであって、前記現場設置監視ポストに配設された追跡用TVカメラ29群を相互連携させながらセンター10側からチルト、パン、ズーミングなどの遠隔操作を行うことにより監視可能エリア内にわたって特定追跡対象を捕捉し続け、当該監視可能エリアを逸脱する以前に特定対象が移動する側に設置された次段の現場監視ポストの追跡用TVカメラによる継続捕捉を完了し、絶えず複数の追跡用TVカメラによる捕捉を継続するように制御する特定対象追跡監視システムによって解決される。

本発明の課題は、前記現場設置ポスト20A、20B、20C、・・・が、追跡監視に関する監視対象領域1内に複数設置されていて、特定対象が移動する側に設置された新たな現場設置ポストの追跡用TVカメラが確実に捕捉した時点で最先の追跡用TVカメラによる追跡を完了する特定対象追跡監視システムによって有利に解決される。

また本発明の課題は、前記現場設置ポストが、道路、線路、橋梁、トンネル、地下街、コンコース等に沿って線状に配設される特定対象追跡監視システムによってより有利に解決される。さらに、前記現場設置ポストが、広場、公園、遊園地、各種競技場、空港ロビー、駅周辺、地下広場、工場、大形店舗内等の領域を監視可能となるように面状に配設される特定対象追跡監視システムによってより有利に解決される。

さらに本発明の課題は、前記複数の現場設置ポストにそれぞれ複数の追跡監視用TVカメラ29が設置されており、追跡監視対象が複数であって別個に移動する際に、それぞれの現場設置ポストにおけるカメラが連携してそれぞれが特定した追跡対象物の追跡監視を行う特定対象追跡監視システムによって有利に解決される。

追跡監視管理センターは、最寄りの警察、行政機関、公安関係組織、その他被追跡監視対象に応じて追跡監視の権限もしくは義務並びに能力を有する当事者の管理の下に設置される。追跡監視管理センターには、少なくとも、管理下にある全ての現場設置監視ポストからの報知信号の受信手段、報知者ならびにその周辺の画像を受信する画像受信手段、報知者との通話が可能なTVインターホン手段が備えられ、特定された追跡監視対象を追尾しながら撮像を続け、少なくとも自ポストに設置された追跡用TVカメラの追跡監視分担範囲から特定追跡監視対象が逸脱する以前に隣接の現場設置監視ポストに配設されている同様の追跡用TVカメラを作動せしめるように運用される。通常の追跡監視においては、少なくとも2〜3台、好ましくは4〜5台の監視用TVカメラが同一追跡監視対象を同時に捕捉していることが望ましい。

【発明の実施の形態】
以下、本発明の実施例の構成を示す添付図を参照しつつ本発明について開示する。図1は本発明にかかる特定対象追跡監視システムを被監視対象領域の1例である道路1沿いに適用した実施例を示す概念図である。システム管理センターとしての追跡監視管理センター10は図示の便宜上道路1の近辺に図示されているが、物理的な離隔距離には全く左右されない。例えば図1のように監視範囲近くにあってもよく、さらにはいずれかの現場設置ポスト20A、20B、20C、・・・等に接近していても又は遠隔地に位置してもよい。

この追跡監視管理センター10には、傘下に配置される全ての現場設置ポスト20A、20B、20C、・・・と有線または無線の適宜連携ラインにより連携されている。追跡監視管理センター10は、各々の現場設置ポスト20A、20B、20C、・・・等からの通報を受ける通報受信手段、通報者から事情を聴取し必要であれば適宜指示を与える交信手段、視覚的に通報者を確認する画像表示手段、現場設置ポストに取付けられた赤色回転灯の点灯さらにはサイレンその他音響警報装置を作動させる警戒情報発生装置用始動手段、通報者との交信並びに監視カメラによる撮像から被監視対象を特定し、隣接の現場設置ポストの監視用TVカメラと相俟って特定された対象の追跡監視を行う追跡監視動作開始指示手段等を備えている。

現場設置ポスト20A、20B、20C、・・・等の形態は、限定されないが、例えば街路灯のポールなどに取り付けられた箱状容器などに収納されていてもよく、自立キャビネットであってもよい。この現場設置ポストは、事件、事故、犯罪予備行為等が発生し、または脅迫その他の危害を被る予兆があることを通報するためのTVインターホン、加害者または被疑者を威嚇して危害を及ぼす行為の中止を求めるための赤色回転灯およびサイレンその他の音響警報器、追跡監視用カメラ等を備えていることが望ましい。

これら諸設備のうち、通報用スイッチや通報者確認用カメラ並びに通話装置からなるTVインターホン等は、幼児・児童等による操作と、女性や老人等の弱者による操作が容易であるような高さに設置する必要がある。反対に、赤色灯や追跡監視用カメラは加害者・被疑者等による破壊や作動妨害を予防するために、現場設置ポストの高所に取り付けられている必要がある。また、このように道路沿いに設置されるポストにあっては、頂部には水銀灯、メタルハライド灯等適宜光源による街路灯兼防犯灯を取り付けておくことが望ましい。

図2は街路灯兼防犯灯のポールに取り付けられた現場設置ポスト20の構成例を示すもので、スーパー防犯灯ともいえるものである。この実施例では、街路における脅迫、暴力、誘拐、その他の危害を現に受けた被害者もしくは受ける可能性がある者等自身またはそれらの同行者、近隣に居た救助者等が通報して保護を求める例を開示するものである。現場設置ポスト20は、デザイン上の理由並びに装置の保護の目的から防犯灯用ポールに固着された保護カバーに収められている。

この現場設置ポスト20の正面には、操作者の背丈を考慮して高低2箇所に通報ボタン21、22が設けられている。この通報ボタンが押下されると追跡監視管理センター10(図1参照)に通報される。その他、TVインターホンを構成する通報者用スピーカ23、通報者用マイク24、通報者用カメラ25が配設されている。

現場設置ポスト20の上部には一ないし数個の赤色回転灯27が取り付けられており、現在通報を受けて被害者もしくは救助を求めている通報者がいることを周囲に知らせる。高所には、警報・警告用スピーカ28、追跡監視用カメラ29、最上部には防犯灯30が配設されている。通報を受け危害が及びそうな状況下にあっては、警報・警告用スピーカ28による大音量放送による報知を行うことによりそれ以上の事態の進行または悪化に対しての抑止を図ることができる。

これら通報並びにその確認の間に追跡監視を行うべき個人またはグループが特定されると防犯灯ポールの高所に取り付けられた追跡監視用カメラ29により追跡監視を開始する。このカメラ29による撮像内容は、追跡監視管理センター10内のモニターその他所要箇所のモニターに表示され、それ以後近隣の現場設置ポスト20に取り付けられた追跡監視カメラ29の相互連携によって追跡監視を続行する。通報の内容が犯罪性を帯びたものであれば直ちにパトロールカーや巡回中の警察官等を動員して現場周辺を固め、検挙を目指す。

このような動作を行う関係から、現場設置ポスト20同士の設置間隔は、追跡監視用カメラ29の監視可能範囲が若干重複する距離となるように配慮する必要がある。

図3は、図2に示した現場設置ポスト20の内部構成例を示すもので、現場設置ポストは、図2に示す諸要素21〜30を統括するTVインターホン32、ケーブルモデム41、監視コントローラ42、録画機能付きの画像サーバ43、無停電電源装置44等を含むものとすることができる。本図において、無停電電源装置44は他回路等と接続されていないが、通常の手段によりそれぞれ接続がなされており、天災地変その他の理由による停電時にもバックアップを行い、作動の信頼性を向上させる。しかし、これらは単なる例示でありその他任意の構成を採用することができる。

図4は、追跡監視管理センター10内におけるシステム管理用モニターの画面50の構成例を示すものである。モニター画面上部中央には、現段階において主として追跡監視を実施している現場設置ポストに設置されている追跡監視用カメラ、すなわちメインカメラからの映像を表示するメインカメラ映像領域51が配置される。

システム管理用モニター画面50の下方中央にはTVインターホンの通報者確認用カメラ25出力の表示領域53があり、この表示から通報が悪戯や過誤ではなく現に被害を受けまたは受ける可能性があるとの蓋然性や急迫を要するか否か等の状況を確認する。画面50の下方左の表示は、現場付近、特にメインカメラによって撮像されている領域を中心とする監視対象地域地図表示領域54であり、パトロールカーおよび/または巡回中の警察官、警備員等に対する指示を行う際の便宜を図るものである。周知の人工衛星を利用するGPS手段を援用することによってより確実な追跡監視、案内等が可能となる。

システム管理用モニター画面50の下方右の表示はカメラ制御用のタッチパネルとして構成されたカメラ制御領域55で、各矢印へのタッチ入力によりカメラのパン、ズーミング等操作が実施可能である。このようなタッチパネルは例示であり、例えばジョイスティック形の操作部であってもよい。なお、メインカメラを追跡監視対象に指向させることにより、当該時点においてサブカメラとなっている数台のサブカメラもメインカメラの指向方向を指向するように相互連携を図る連動モードと、それぞれのカメラが独自の監視範囲を監視する非連動モードとが選択可能であり、状況に応じて好ましい制御を行う構成が望ましい。また、モニター表示画面のサブカメラ映像領域52A、52B、52C、52Dのいずれかにタッチすることによって、カメラ制御領域55からカメラ制御を行うことができる。

また、システムが非連動モードの場合には、メインカメラでの監視対象ポイントXにタッチするとメインカメラはXを指向して監視強化を行うが、各サブカメラ群はそれぞれ独自の監視範囲の監視を継続する。各サブカメラ映像領域52A、52B、52C、52D内の監視対象ポイントY・・・のいずれかにタッチすると、当該タッチされたカメラが監視対象ポイントを指向して監視を行うが、メインカメラを含むタッチされていないその他のカメラはそれぞれの監視範囲の監視を継続する。すなわち、非連動モードにおいて、例えばメインカメラ映像領域51の監視対象ポイントXにタッチすれば、映像領域51の画面の中心がXとなり、他の映像領域52A、52B、52C、52Dには影響しない。例えば、サブメインカメラ映像領域52Bの監視対象ポイントYにタッチすれば、映像領域52Bの画面の中心がYとなり、他の映像領域51、52A、52C、52Dには影響しない。このように非連動モードでは、各カメラが広範囲の監視を継続して行い、特に注目する監視対象が生じたものと判断されたいずれかのカメラのみが監視強化を行い、他は従前の監視を継続する。

【発明の効果】
本発明にかかる特定対象追跡監視システムによれば、追跡監視領域において、各現場設置ポストからの通報により非追跡監視対象の特定を行い、その後各現場設置ポストの中で最も近い位置に設置された追跡監視TVカメラがメインカメラとなり、その周囲の特定台数のサブカメラ群と連携を保ちながらカメラグループ協調の元に追跡監視を行い、該当領域内で別途派遣したパトロールカー、巡回警察官、機動隊員、監視員、警備員等の協力の下に迅速な検挙ないしは解決を図ることが可能となる。かかるシステムが効果を発揮することにより、治安または防犯効果の向上が期待できる。
