たとえば、図6、図7に示すように、この種の消火器の上方ヘッド部に取り付けられた起動レバー9には不時の作動を防止するために安全栓(安全ピン)17が取り付けられている。安全栓17は、起動レバー9に設けた開口21にこれの上方から抜き差し可能に取り付けられる一方、起動レバー9と固定レバー7との間に起動レバー9を開き状態に突っ張ってロックする起倒杆14が介在されており、安全栓17が起動レバー9に差し込まれるとともに起倒杆14に係合すると該起倒杆14が傾倒防止されて起動レバー9のロック状態を維持する起立姿勢に保持されるように構成されている(例えば、特許文献1参照。)。そして、図7に示すように起動レバー9には、安全栓引抜き確認用の封じ紙40が安全栓17を跨いで貼付されている。
