【発明の属する技術分野】
本発明は、都市ガス、LPガス、商用電力、水道等のユーティリティの使用者自身が使用者宅に設置された検針用メータの検針を行い、ユーティリティ事業者或いは検針業務代行者に申告する使用者検針システムと、ユーティリティ供給者によるメータの検針を併用した複数検針併用システムに関する。

【従来の技術】
従来、都市ガス、LPガス、商用電力、水道等のユーティリティの供給に対する使用料金の課金は、各ユーティリティ事業者が個別に検針員を用いて、例えば毎月、ユーティリティの使用者(需要家)各戸に設けてあるユーティリティ使用量を計測するための検針用メータの検針を行わせ、その検針値に基づいて、月々のユーティリティ使用量を求め、その使用量に対する所定の使用料金を需要家に対して請求していた。

ここで、現在一般的に行われている検針員による検針方法は、各検針員が検針用のハンディーターミナル(携帯型の小型情報処理端末)に、検針日当日に検針を割り当てられたユーティリティ使用者に関する必要データ(使用者名、住所、管理番号、検針予定日、前月指針値、前月使用量、前年同月使用量、メータ番号、等)を入力しておき、ハンディーターミナルに入力された使用者各戸に出向き、メータ指針値を読み取り、そのメータ指針値を入力キーの操作によりハンディーターミナルに入力し、各戸のメータ指針値を収集するというものである。ここで、検針員がメータ指針値を入力する際に、誤入力を防止するために、前月指針値、前月使用量、前年同月使用量を用いて、入力指針値の簡単な異常検出を行っている。

具体的には、先ず、当月指針値から前月指針値を引いた値から当月使用量を求め、1)当月使用量がマイナスでないか、2)前月使用量が存在し、前月使用量と当月使用量の和が第1の規定使用量以上の場合に、当月使用量が前月使用量の第1規定数の逆数より少ないか、或いは、前月使用量の第1規定数倍より多くないか、3)前年同月使用量が存在し、前年同月使用量と当月使用量の和が前記第1の規定使用量以上の場合に、当月使用量が前年同月使用量の第2規定数の逆数より少ないか、或いは、前年同月使用量の第2規定数倍より多くないか、4)前月使用量、前年同月使用量が存在しない場合(ユーティリティ使用開始直後の検針時)に、当月使用量が第1の規定使用量より数倍大きい第2の規定使用量以上か、等の簡単な判定ロジックを実行して異常検出を行っている場合がある。

尚、かかる検針員による検針方法は、検針に要する手間や時間が膨大なものとなり、人件費を含めた検針コストが大きいという問題がある。かかる問題を解消するものとして、各検針用メータと検針センタのコンピュータ間を所定の無線回線や公衆電話回線等の通信回線で接続し、各戸の検針用メータの検針を自動で行い、該通信回線を通して検針値の収集を行う自動検針システムがある。

この自動検針システムでは、各戸の検針用メータを、自動検針に適合した自動検針機能や通信機能を具備した専用の自動検針用メータに取り替えるか、或いは、既存の検針用メータに当該自動検針機能や通信機能を後付けするなどの処置を、使用者毎に行わなければならず、自動検針システム構築に多大な初期費用や維持費がかかるという問題がある。また、全ての使用者に対し必要となる通信回線が利用可能な状態になっているとは限らず、当該自動検針システムを全てのユーティリティ使用者に普及させるには、費用的、技術的な問題を解決しなければならない。

一方、近年のインターネットや携帯電話の急速な普及や通信技術の進歩により、使用者自身が使用者宅に設置された検針用メータの検針を行い、使用者の所有するパソコンや携帯電話を用いて、メータ指針値の入力を行い、インターネットや携帯電話回線網を通じて当該入力指針値の検針センタへの送信を行い、検針センタ側で、各使用者が送信してくるメータ指針値に基づいて、月々のユーティリティ使用量を算出し、その使用量に対して検針実施対価としての料金割引を施した所定の使用料金を請求するという使用者検針システム(需要家検針システムともいう)も検討されている(特許文献1及び特許文献2参照)。

かかる使用者検針システムは、使用者自身がメータ検針を行い、その検針値を自己申告するので、検針員による検針に比べて誤検針(指針値の読み取りミスや指針値の入力ミス等)の可能性が高く、また、使用者の検針忘れや、使用者の一時的な不在による検針不能な事態も起こり得る。更には、使用者の中には故意に虚偽の申告を行う者も想定され、検針費用の削減効果は期待できるものの、解決すべき課題は多い。

尚、本願の出願人は、上記使用者検針システムの有する一部の課題の解決を目的として、「使用者検針システム」に関する特許出願(未公開)を行っている(特願2002−087484、及び、特願2002−087486の各明細書参照)。しかし、使用者検針システム自体が新しい検針システムであり、出願人の知る限りにおいて、具体的な問題点等を指摘した公知資料は現時点では見当たらない。

【発明が解決しようとする課題】
上記使用者検針システムは、上述の如く、使用者自身がメータ検針を行い、その検針値を自己申告するので、検針員による検針に比べて誤検針の可能性が高く、使用者の中には故意に虚偽の申告を行う者も想定される。そこで、従来の検針員による検針方法と同様の入力指針値の異常判定を実施するとしても、明らかな誤検針や極端な虚偽申告は検出できるものの、巧妙な虚偽申告は検出不可能であった。また、一方的に検出精度を上げたとしても、使用者側の使用形態の変化によるユーティリティ使用量の変化には対応できず、正当な使用量の変動を、誤検針や誤入力、或いは、虚偽申告と判定する虞もある。

本発明は、上述の問題点に鑑みてなされたものであり、その目的は、上記問題点を解消し、使用者検針システムにおける使用者の入力したメータ指針値の正確度を精度良く判定することにより、使用者検針値の異常、及び、正確度判定の誤差を早期に是正可能とし、使用者検針システムの効率的或いは効果的な運用が可能な複数検針併用システムを提供することにある。

【課題を解決するための手段】
この目的を達成するための本発明に係る複数検針併用システムの第一の特徴構成は、使用者宅に設置したユーティリティの使用量を計測するメータの検針を使用者が実行する場合に、不定期に前記ユーティリティの供給者による前記メータの検針を実行する複数検針併用システムであって、前記使用者の端末から所定の通信ネットワークを介して、前記使用者の検針した使用者検針値を受け取る検針値受付手段と、前記使用者宅のメータ指針値と検針期間当たりのユーティリティ使用量の少なくとも何れか一方を推定する推定手段と、前記検針値受付手段が受け付けた前記使用者検針値と、前記推定手段によって推定された推定値に基づき、前記使用者検針値または前記使用者検針値から導出される前記使用者検針値の対応する検針期間のユーティリティ使用量と、前記推定値との間の所定の乖離度を算出し、前記乖離度に基づいて前記使用者の検針したメータ指針値の正確度を判定する判定手段と、前記判定手段の判定した前記正確度に基づいて、前記供給者による他のメータ検針システムへ、前記使用者宅の前記メータに対する検針指令を送信する検針指令手段と、を備えてなる点にある。

ここで、使用者には、使用者が検針を指定した供給者以外の第三者も含まれる。例えば、集合住宅における管理人等が想定される。かかる第三者も使用者と同様に取り扱うことができるからである。また、使用者の端末は、必ずしも使用者個人が所有する端末に限らず、使用者が使用可能な端末を含む。更に、検針期間とは、検針対象とする期間を意味し、例えば、N月M日からN+1月M日までの1ヶ月等が該当し、より具体的には、検針予定日が毎月20日とした場合、1月20日から2月20日までの1ヶ月を1月度の検針期間とする。また、メータの指針値は、一般にはユーティリティの使用量の内の積算使用量である場合が多いが、検針期間当たりの期間使用量であっても構わない。

上記複数検針併用システムの第一の特徴構成によれば、先ず、推定手段が、使用者検針値の対応する検針期間、または、予め未到来の複数の検針期間についてメータ指針値または検針期間当たりのユーティリティ使用量の推定値を算出し、判定手段が、使用者検針値または使用者検針値の対応する検針期間、つまり、使用者検針を行った検針期間のユーティリティ使用量と、実指針値または実期間使用量に近い推定値との間の所定の乖離度を算出するので、この乖離度によって精度良く使用者の検針したメータ指針値(使用者検針値)の正確度を判定することができる。次に、検針指令手段が、判定手段による正確度の判定結果に基づいて、使用者検針値が真に異常であるか、或いは、逆に何らかの理由で推定手段による推定値と実指針値または実期間使用量が乖離している可能性の高い場合に、他のメータ検針システムへ検針指令を送信するので、不要な検針指令による検針コスト増を回避しつつ、上記可能性の高い場合に、実指針値と見做せる供給者による検針値を取得でき、使用者検針値と推定値の何れの方に実際の値との齟齬が生じているかを確実に見極めることができる。この結果、使用者検針システムの運用上、必要な是正措置を講じることができ、使用者検針システムの効率的、効果的な運用が促進される。

同第二の特徴構成は、上記第一の特徴構成に加えて、前記検針指令手段は、前記乖離度または前記乖離度の累積が所定の許容範囲外にある場合に、前記他のメータ検針システムへ前記検針指令を送信する点にある。

上記複数検針併用システムの第二の特徴構成によれば、一つの検針期間における乖離度が大きく、使用者検針値の正確度が低いと判断される場合、或いは、一つの検針期間における個々の乖離度は小さいものの、その複数の検針期間における累積が大きい場合に、ユーティリティ使用料金の1回の請求額の誤差、或いは、その誤差の累積が大きくなる可能性が高いが、かかる状況下において適切にユーティリティ供給者側での検針を行うことで、かかる誤差の是正、つまり料金の早期精算が可能となる。また、これが、推定手段の精度に起因する場合は、早期にその推定値の是正が可能となり、以降の不要なユーティリティ供給者側での検針を回避できる。

同第三の特徴構成は、上記第一の特徴構成に加えて、前記検針指令手段は、前記乖離度が所定の許容範囲外にある検針期間と、前記検針値受付手段が前記使用者検針値を受け取らなかった検針期間の一方または両方が所定回数連続または累積した場合に、前記他のメータ検針システムへ前記検針指令を送信する点にある。

上記複数検針併用システムの第三の特徴構成によれば、乖離度の大きい検針期間、或いは、使用者が検針できなかった(或いはしなかった)検針期間が所定回数連続または累積した場合に、定常的に使用者検針値または使用者検針自体に異常が発生していると判断でき、かかる状況下において適切にユーティリティ供給者側での検針を行うことで、かかる異常事態の是正が可能となる。また、これが、推定手段の精度に起因する場合は、早期にその推定値の是正が可能となり、以降の不要なユーティリティ供給者側での検針を回避できる。

同第四の特徴構成は、上記特徴構成の何れか一つに加えて、前記推定手段が推定した前記推定値の存在する検針期間に対し、前記検針指令により新たな前記供給者検針値が提供された場合、前記推定手段が、前記供給者検針値が新たに提供された検針期間以降の前記推定値の存在する検針期間の前記推定値を、新たに提供された前記供給者検針値に基づいて補正する点にある。

同第五の特徴構成は、上記特徴構成の何れか一つに加えて、前記検針指令手段が前記検針指令を送信する前に、前記検針値受付手段が、前記判定手段の判定した前記正確度に基づいて、前記使用者検針値の正確度の判定結果を所定の通知フォーマットで通知する通知データと、前記正確度の低い場合の可能性についての理由の入力を前記使用者に促し、表示画面上から前記理由の入力が可能な理由入力画面データとを、前記使用者の端末に対し前記通信ネットワークを介して送信する点にある。

上記複数検針併用システムの第五の特徴構成によれば、先ず、使用者は、自己の申告したメータ指針値が、過去の使用履歴から推定される値から乖離していることを認識でき、仮に虚偽申告である場合には、当該虚偽申告を抑止する効果があり、仮に虚偽申告でなく、使用しているユーティリティ消費機器や、その使用方法に異常がある場合は、早期に当該異常の発見ができる。更には、使用者検針値の正確度の判定結果より、ユーティリティ使用形態の変化等によるユーティリティ使用量の変化であることが、使用者側において認識できるので、その情報を正確度の低い場合の可能性についての理由によって早期にユーティリティ供給者側にフィードバックすることも可能となる。また、当該フィードバック情報により、ユーティリティ供給者側の検針を行うまでもなく、推定手段の推定手法や推定値を是正することで、対応できる場合は、検針指令を送信を中止或いは延期することも可能となる。

同第六の特徴構成は、上記特徴構成の何れか一つに加えて、前記推定手段は、前記ユーティリティの供給者によって検針された検針期間の異なる複数の供給者検針値と、前記使用者自身または前記使用者の属する使用者群のユーティリティ使用量変動傾向データに基づいて、少なくとも前記検針期間当たりのユーティリティ使用量を推定し、前記判定手段は、前記検針値受付手段が受け付けた前記使用者検針値に基づいて前記使用者検針値の対応する検針期間のユーティリティ使用量として算出される申告期間使用量と、前記推定手段によって同じ検針期間のユーティリティ使用量として推定される推定期間使用量に基づき、前記申告期間使用量の推定期間使用量に対する所定の乖離度を算出し、前記乖離度に基づいて前記使用者の検針したメータ指針値の正確度を判定する点にある。

上記複数検針併用システムの第六の特徴構成によれば、先ず、推定手段によって推定された推定値が、ユーティリティの供給者によって検針された複数の検針期間の供給者検針値に基づいているため、供給者検針値自体の正確度は極めて高いと考えられ、更に、使用者の属する使用者群のユーティリティ使用量変動傾向データに基づいているため、使用者側においてユーティリティ使用量に大きな変動を来たす原因がない限り、検針期間当たりのユーティリティ使用量として実期間使用量に極めて近いと判断される。次に、判定手段が、使用者検針値の対応する検針期間、つまり、使用者検針を行った検針期間のユーティリティ使用量(申告期間使用量)の、同じ検針期間の実使用量に近いと判断されるユーティリティ使用量(推定期間使用量)に対する所定の乖離度を算出するので、この乖離度によって精度良く使用者の検針したメータ指針値の正確度を判定することができる。

この結果、検針指令手段が、判定手段による正確度の高精度の判定結果に基づいて、使用者検針値が真に異常であるか、或いは、逆に何らかの理由で推定手段による推定値と実指針値または実期間使用量が乖離している可能性の高い場合に、他のメータ検針システムへ検針指令を送信するので、不要な検針指令による検針コスト増を回避しつつ、上記可能性の高い場合に、実指針値と見做せる供給者による検針値を取得でき、使用者検針値と推定値の何れの方に実際の値との齟齬が生じているかをより確実に見極めることができる。この結果、使用者検針システムの運用上、必要な是正措置を講じることができ、使用者検針システムの効率的、効果的な運用がより促進される。

【発明の実施の形態】
本発明に係る誤検針判定システム(以下、適宜「本発明システム」という。)の実施の形態につき、図面に基づいて説明する。

<第1実施形態>
本発明システム1は、使用者宅に設置した、複数の、例えば都市ガス、商用電力、水道といった各ユーティリティの使用量を計測するメータの検針を使用者が実行する場合に、不定期に前記ユーティリティの供給者によるメータの検針を実行する複数検針併用システムであり、図1に示すように、検針値受付手段2、推定手段3、判定手段4、検針指令手段5を備えて構成している。

本発明システム1は、所定の通信ネットワーク6を介して、ユーティリティのメータ検針を自分自身で行う使用者X側に設置された一または複数の使用者端末7と接続可能になっており、使用者端末7は、所定の通信ネットワーク6を介して本発明システム1とデータ送受信可能な、パーソナルコンピュータ、携帯電話、モバイルパソコンといった通信機能を備えた情報処理端末で構成されている。ここで、通信ネットワーク6としては、インターネット、携帯電話回線、専用回線ネットワーク等が想定される。

本発明システム1は、コンピュータのハードウェアとそのハードウェア上で実行されるアプリケーションソフトウェアで構成され、使用者端末7と通信ネットワーク6を介してデータの集配信可能なWebサーバ機能を有したサーバコンピュータとの接続可能なサーバコンピュータ上に構築されている。さらに、本発明システム1は、使用者Xのメータ検針を供給者Yが行うための従来システムであるメータ検針システム8が構成されているサーバコンピュータとも接続可能になっており、メータ検針システム8に対し検針指令D1を送信することによって、供給者Yによる使用者Xのメータ検針を実施することが可能になっている。また、本発明システム1は、本発明システム1が構築されているコンピュータサーバ上の記憶領域との接続も可能となっており、本発明システム1は、前記記憶領域に登録されているデータに基づいて、使用者端末7から通信ネットワーク6を介して送信される使用者検針値Iuの正確度の判定や、判定した正確度に基づいたメータ検針システム8への検針指令D1の不定期な送信を、検針値受付手段2、指針値推定手段3、判定手段4、検針指令手段5の各手段によって行う。

ここで、メータ検針システム8としては、一般的に行われている検針員による検針方法を例にすると、ユーティリティ使用者の各戸をメータ検針するのに適当な検針員を選定し、検針日当日、検針員が携帯するハンディーターミナルにメータ検針に必要なデータ(検針対象使用者の名称、住所、管理番号、前月指針値等)を供給し、検針後、検針員が入力した使用者毎のメータ検針値をハンディーターミナルから収集し、収集した情報を課金システムへ送信する、といったシステムが考えられる。また、メータ検針システム8としては、その他に、自動検針システム等も考えられる。

前記記憶領域には、使用者Xが検針し、検針値受付手段2が使用者端末7から通信ネットワーク6を介して受信した使用者検針値IU、供給者Yがメータ検針システム8により検針し、登録した使用者Xの供給者検針値IS、推定手段3が推定した使用者Xのメータ指針値IPまたは、検針期間あたりのユーティリティ使用量である推定期間使用量VP、といった推定値Pが、使用者X別に登録されている。尚、メータ指針値IPまたは、検針期間あたりのユーティリティ使用量VPは、供給者Yによってグループ分けされた一または複数ある使用者群毎に、予め割り当てたユーティリティ使用量変更傾向データSに基づいて推定されており、ユーティリティ使用量変動傾向データSは、供給者Yによって所定の方法によって割り出され、前記記憶領域に予め登録されている。また、供給者Yによってグループ分けされている使用者群とは、例えば一般家庭や事業所といった様に、検針期間あたりのユーティリティ使用量の変動傾向に違いのある使用者Xを、変動傾向の特徴毎にグループ分けしたものである。更に、同じ一般家庭でも、単身者、子供がいる家族、といった様に、生活様式や家族構成の違い、或いは、所有する家電機器やガス機器の違いによってユーティリティ使用量の変動傾向に影響がある場合は、別の使用者群を設けて推定値Pを推定するようにしてもよい。

次に、本発明システム1の各手段の機能並びにそれらの動作について、本発明システム1を用いて実行される複数検針併用方法とともに説明する。尚、本実施形態では、本発明システム1はユーティリティの供給者Yが管理するコンピュータシステム上に設置されており、使用者端末7からは1ヶ月の検針期間に1度、例えば毎月20日に使用者検針値IUが本発明システム1へ送信され、供給者Yは12回の連続する検針期間(1年)に1度、例えば毎年3月に使用者Xのメータ検針を実測し、供給者検針値ISを本発明システム1に接続された記憶領域に登録することとする。更に、ユーティリティ使用量変動傾向データSは、供給者Yが使用者Xのメータ検針を行う複数の検針期間(1年)を1周期とし、1周期内の各検針期間(1ヶ月)におけるユーティリティ使用量を比率で示したものであり、予め供給者Yによって所定の方法で割り出され、使用者Xが属する使用者群に割り当てられていることとする。また更に、説明の便宜上、N月に使用者Xが行ったメータ検針の検針期間をN月度の検針期間とし、N月度の使用者検針値をIU(N)、使用者検針値IU(N)に基づいて導出される申告期間使用量VU(N)、推定手段3が推定したメータ指針値と推定期間使用量をIp(N)、VP(N)、N月度の検針期間におけるユーティリティ使用量変動傾向データSをS(N)と表記する。また、供給者Yが使用者Xのメータ検針した翌日から、次回供給者Yが使用者Xのメータ検針した日までを1つの年度とし、年度の始まりがM年の場合その年度をM年度とし、M年度内に供給者Yがメータ検針した供給者検針値をIS(M)と表記する。

先ず、使用者X自身がメータ検針を行った後、その検針値を自己申告するために、使用者端末7から本発明システム1に対して、例えば図2に示すような入力画面上から検針した使用者検針値IUを入力し、画面上の「送信」ボタンを選択することによって使用者検針値IUを送信する。本発明システム1の検針値受付手段2は、使用者端末7から通信ネットワーク6を介して送信された使用者検針値IUを受け付け、その後引き続き、判定手段4が、推定手段3によって推定されたメータ指針値IP、または検針期間あたりのユーティリティ使用量である推定期間使用量VPといった推定値Pに基づき、使用者検針値IUまたは使用者検針値IUから導出される申告期間使用量VUと、推定値Pとの間の所定の乖離度εを算出し、乖離度εに基づいて使用者Xの検針したメータ指針値の正確度を判定する。
