上述した従来の発信規制方式では、同一端末による同一対地への連続発信は規制することができるが、同一端末から複数の対地に対して連続した発信が行われた場合、発信規制を実施することができず電子交換機を輻輳させてしまうという問題があった。

また近年、不特定多数の携帯端末に対して一斉に発信を行い、着信直後に即回線を切断して着信履歴のみを携帯端末に残しておき、携帯端末から着信履歴に発信が行われると、膨大な電話料金を取られてしまうという問題があった。

本発明は上記問題に鑑みてなされたものであって、本発明は、同一端末から複数の対地に対する連続発信を規制することが可能な発信規制方式を提供することを目的とする。

【課題を解決するための手段】
本発明は、固定網と、携帯端末を収容する電子交換機の発信規制方式において、前記固定網に接続される同一端末からの発信回数を計数する手段と、一定時間(t1)内に発信回数が規定値(N1)を満たした場合、発信を実施している端末に対して警告メッセージを送出する手段と、警告メッセージ送出後も発信が継続して行われて発信回数が規定値(N2)を満たした場合、前記端末を異常ユーザとして記憶する手段と、異常ユーザに対して発信規制を実施する手段と、異常ユーザに着信が行われた際に異常ユーザに対して課金を実施する手段を有する特徴とする。

【発明の実施の形態】
次に、本発明の実施形態について図面を参照して詳細に説明する。図1は本発明の発信規制方式にかかわる実施形態の構成を示すブロック図である。図1に示すように、本実施形態の発信規制方式は、移動局2と、基地局1と、基地局終端装置3と、移動通信交換局7と、端末4と、VLR(Visitor Location Register)5と、HLR(Home Location Register)8とを備える。
