本発明は、国内外の公職選挙などの際に電子機器を用いて電子投票を行なうための、電子投票プログラム及び電子投票装置に関する。

【従来の技術】
近年の電子機器の進展に伴い、電子的に投票を行うために、液晶表示パネルに候補者を表示してタッチパネル等の液晶表示パネルに連動する座標入力装置を指やスタイラスペンで押圧して候補者を選択した後、その結果を記録媒体に記録し集計する電子投票装置に関する発明が提案されている(例えば、特許文献1参照。)。

従来のタッチパネル方式の電子投票装置においては、立候補者の名前の一覧を画面に表示し、選挙人が所望の候補者名に触れることより、投票を受け付けるよう構成されている。このとき、選挙の立候補者の人数が多く、一画面に全員を表示できない場合には、候補者を複数頁にわたって分割することが行われている。その際、最初の頁に表示されない候補者に対する不公平さを解消するために、ランダムな順序で表示したり、あるいは候補者の頭文字をスタイラスペン等により手書き入力し、候補者を検索する発明が提案されている(例えば、特許文献2参照。)。

【発明が解決しようとする課題】
ところで、従来のタッチパネル方式の電子投票装置においては、公平性の確保のための前提として、表示手段における候補者表示枠の面積は均一になっている。また、タッチパネル方式の電子投票装置においては、誤って意図しない候補者の情報表示枠に触れてしまうのを防止するため、候補者表示枠どうしは、タッチパネルの不感帯を設けられるよう、間隔をとって配置されることが通常行われている。従って、候補者の中に一人でも飛び抜けて名前または政党名の長い候補者がいると、全ての候補者の表示枠の大きさをこれに合わせなければならず、1ページ当りの表示人数が少なくなり、複数頁表示をまねき易いという問題があった。
この問題を解決する方法として、上述の特許文献2の提案が考えられるが、公平性の確保は十分であるとはいえない。

また、立候補者の視点からは、名前や政党名はアイデンティティであり、選挙人に伝えたい自らの意思を盛り込んだものである。さらに、外国人がカタカナ表記で立候補するケースも増えると予想され、候補者の字数が多いからといってみだりに略称で表示したり、表示文字を小さくして他の候補者と同じ表示枠に入れ込むような表示形態とすると、選挙の公平性が保たれず、著しく不利になる候補者ができてしまうという問題があった。

近年、半導体関連商品の海外生産比率の拡大に伴い、急速に大型ディスプレイの低価格化が進行しつつある。この状況を考慮すると、今後使用するディスプレイの大型化により、より多くの候補者を一画面表示することが可能となると予想される。しかしながら、ディスプレイの大型化は電子投票装置の大型化につながるものであり、候補者を一画面に表示して、選挙の公平性を確保するためにも、飛び抜けて文字数の多い名前または政党名の候補者への表示対応が必要であるという課題があった。

本発明は、上記状況に鑑みてなされたものであり、電子投票装置の表示手段の表示範囲の大きさと候補者リストの候補者数とから、各候補者に候補者名及び政党名を表示する候補者表示枠を均等に割り当てた後、候補者名または政党名を表す文字列全体をスクロール表示して文字列全体を表示させ候補者選択画面の表示に優れた電子投票プログラム及び電子投票装置を提供する。
また、電子投票装置の表示手段により規定された候補者表示枠の最大文字数を候補者の名前か政党名の文字数が超える場合に、超えた種類の文字列のみスクロール表示させ、スクロール表示する必要のない文字数の名前または政党名は固定表示するため、スクロール表示しない他の候補者との表示の差を極めて小さくでき、選挙の公平性を保持することのできる電子投票プログラム及び電子投票装置を提供する。
さらに、電子投票装置の表示手段により規定された候補者表示枠の最大文字数を上回る名前または政党名の候補者が複数の場合でも、文字が先頭部が枠端部にある状態で一時停止する事により、直感的に各スクロール文字列の先頭を把握でき候補者の確認が容易である電子投票プログラム及び電子投票装置を提供する。

【課題を解決するための手段】
本発明は、上記課題を解決するために以下の1)〜5)記載の手段よりなる。
すなわち、
1)電子投票による投票の際、記憶手段に格納された候補者リストを選挙人に表示させるための表示手段と、前記表示された候補者リストから選挙人が選択入力した候補者を記録媒体に電磁的に記録させる手段とを有する電子投票装置を制御するためにコンピュータを実行させるための電子投票プログラムであって、
前記表示手段の表示範囲の大きさと前記候補者リストの候補者数とから、各候補者に候補者名及び政党名を表示する候補者表示枠を均等に割り当てるステップと、
前記候補者表示枠に候補者名または政党名を表示する場合に、候補者名または政党名を表す文字列全体をスクロール表示するステップと、
を有することを特徴とする電子投票プログラム。
2)前記1)に記載の電子投票プログラムであって、
前期候補者表示枠内に候補者名または政党名が表示しきれない候補者の表示できない項目の文字列のみを、スクロール表示するステップをさらに有したことを特徴とする電子投票プログラム。

前記文字列全体を一回スクロール表示した後、前記候補者表示枠端部で一時停止するステップをさらに有することを特徴とする電子投票プログラム。

前記文字列を一時停止させて、一時停止の状態からスクロール表示を開始する際に、前記表示手段内でスクロール表示させている全ての文字列を同期させてスクロール表示を開始するステップをさらに有することを特徴とする電子投票プログラム。
5)前記1)、2)、3)、又は4)に記載の電子投票プログラムを所定格納部に格納して、前記電子投票プログラムを実行させるようにしたことを特徴とする電子投票装置

【発明の実施の形態】
以下、本発明の電子投票プログラム及び電子投票装置の発明の実施の形態につき、好ましい実施例により説明する。
図1は、本実施例に適用される電子投票システムの構成の一例を示す図である。同図に示す電子投票システムは、選挙管理委員会や中央選挙管理会などの選挙管理組織によって管理されるものであり、大別して、選挙データ作成システム100、投票所システム200、開票所システム300により構成される。なお、選挙データ作成システム100は全国の自治体毎に複数存在し、また投票所システム200も、各々の選挙データ作成システム100に対して投票区毎に複数設置されるシステムであり、さらに開票所システム300も開票区毎に複数設置される。したがって、複数の選挙データ作成システム100、及び複数の投票所システム200、複数の開票所システムが存在するが、簡略のため、1つの選挙データ作成システム100、2つの投票所システム200、2つの開票所システム300のみが図示されている。

選挙データ作成システム100は、選挙データ管理作成機101と選挙データメディアコピー機102とを有している。選挙データ管理作成機101は、実施選挙の種類402(単記式候補者選挙や、非拘束名簿式比例代表選挙などの選挙の種類のこと。)、カード認証キー(以下認証キーとも言う)403及び電子投票プログラム404の管理、候補者名・政党登録の更新・削除などを管理し、候補者画面と選挙データから構成される候補者データ401を作成することにより、後述する電子投票装置用や投票カード発券機用及び投票データ収集・集計機用の選挙データマスター400を投票前に事前に作成するサブシステムである。
特に、候補者名・政党名の登録の際には、候補者の氏名、所属政党、読み仮名、経歴、公約などのデータをテキスト形式データとして、ハードディスクやメモリなどの格納手段(不図示)内に格納する。また、これらのデータは、視覚障害者に対して音声ガイドを行なうために、ADPCM(Adaptive Differential Pulse Code Modulation)やMP3(エム・ピー・スリー:MPEG-1/Audio Layer3、MPEG:Motion Picture Experts Group)などの適切な圧縮形式の音声データとして記憶される。さらに、候補者の顔写真やポスターなどの画像情報などはJPEG(ジェイペグ: Joint Photographic Experts Group)などの適切な圧縮形式の画像データとして記憶される。なお、この選挙データ管理作成機101は、PC(パーソナルコンピュータ: Personal Computer)によって実現可能である。

選挙データ管理作成機101が作成する選挙データマスター400には、電子投票プログラム404、候補者データ401、カード認証キー403が記録される。カード認証キー403とは、本実施例では、ICカードの読取りを認証するためのキーである。選挙データマスター400は、通常1つのメディアとして作成され、選挙管理組織(以下、選挙管理委員会、選管ともいう)が有する試験用機器により試験され、承認された場合に、選挙データメディアコピー機102に移送される。

選挙データメディアコピー機102は、選管によって試験されて承認された選挙データマスター400のデータを、複数のメディアに複製するための装置である。この選挙データメディアコピー機102により作成されるメディアは、後述する投票所システム200を構成する電子投票装置203に対して配布される記録媒体(副本用記録媒体)409と投票所の投票カード発券機に対して配布される記録媒体(発券機用メディア)202である。

投票カード発券機201に予め内蔵される発券機用メディア202には、実施選挙の種類402、カード認証キー403が、選挙データメディアコピー機により選挙データマスター400から複製され、記録される。発券機用メディア202とは、投票カード発券機201を起動するために必要な記録媒体である。メディアとしてはフロッピー(登録商標)ディスクやICカードなどが使用される。

投票所システム200は、投票カード発券機201と電子投票装置203を有している。投票カード発券機201は、住民基本台帳に基づいて作成された選挙人名簿又は抄本に記載された選挙人にあらかじめ配布された入場整理券(主に、選挙人に郵送される葉書)との対照により本人確認を行った後、記載されている選挙人特性(障害の種類)に応じて、投票カード406を発行するための装置である。投票カード406は、例えば、ICカードを用いることにより、多くの情報を蓄積することができる。この投票カード406には、後述する図21において図示されるようにカード発券年月日、選挙人の障害の種類を示す選挙人特性ID2021、言語区分、選挙の種類を示す選挙ID、投票種別、などのデータが記憶される。

投票カード発券機201は、投票管理者が所有管理する運用カード405をも発行する機能を有する。投票管理者は、投票カード発券機201を使い、投票カード認証キー403を使用して作成した固有の投票所ID4055(以下、管理IDともいう)を運用カード(以下、管理者カードともいう)405に記録する。運用カード405には、選挙管理委員会が生成した全投票所で共通のカード認証キー403を用いて生成される投票所ID4055が記録される。運用カード405は、ICカードなどで実現され、投票所ID4055は投票所毎に異なる固有値を取る必要がある。運用カード405は、電子投票装置203に挿入されると、電子投票装置に装着された副本用記録媒体409上のカード認証キー403を使用して運用カード405の読取りを認証し、投票所ID4055を読み取る。読み取られた投票所ID4055は、電子投票装置203のRAM453(ディスクメモリ等)に格納される。こうして、投票所に固有の投票所IDが投票カード発券機201から電子投票装置203に伝播され、電子投票装置203が、選挙人から投票カード406を受付可能な状態となる。このとき、投票カード406にはこの投票所ID(管理ID)が記録されて発券されるため、この投票所における投票カード発券機201で発行された投票カード406以外の投票カードは、異なる投票所IDを有することから、受け付けられないこととなる。

投票カード406には、投票所ID4055以外に、選挙人が入出力手段を選択できる情報が投票カード発券機201において記録される。例えば、入場整理券の選挙人特性欄に視覚障害者の記載がある選挙人の投票カード406には、投票所において視覚障害者であることを示す選挙人特性ID2021が記録され、選挙人に貸与される。この選挙人が投票カード406を電子投票装置203に挿入した場合、視覚障害者用の投票モードになり、適切な表示入力モードが選択される。なお、この投票カード406には、憲法15条に定められた投票の秘密を守るため、カードを使用する選挙人を特定できるような個人情報は記憶されないようにすることが好ましい。したがって、投票カードとして、住民基本台帳カードなどの個人情報が記録されたカードを利用する場合には、電子投票装置203による個人情報の読取りを制限する必要がある。

電子投票装置203は、投票所に複数台設置され、選挙人による投票を受け付けるための装置である。電子投票装置203は、投票所に設置された時点では、選挙に係るデータは何ら格納されておらず、空の投票箱の状態である。選挙データシステム100から電子投票装置203に対して実施選挙に係るデータの移送が完了して初めて、投票装置としての機能を果たすようになる。すなわち、選挙データメディアコピー機102から可搬性のある副本用記録媒体409により、電子投票プログラム404及び候補者データ401、カード認証キー403が移送され、電子投票装置203の記憶手段(後述するRAM453)に記録される。

また、電子投票装置203は、投票終了後においては、選挙人の投票内容を記録した投票データ407及び電子投票プログラム404などの電子投票装置203内部に存在する選挙に係る全てのデータは、記憶手段が揮発性メモリを使用していることにより、電源切断時にRAM453から自動的に消去される。そして、メモリカードなどの可搬性のある記録媒体(すなわち原本用記録媒体408及び副本用記録媒体409)が開票所システム300に送致される。このように、投票時間の間だけ、電子投票装置203に選挙に係るデータやソフトウェアが置かれるようにすることによって、第三者による不正操作の危険を極めて低くすることが可能となる。

電子投票装置203は、投票日の投票開始時刻の前に、投票カード発券機201によって発行された識別コードである投票所ID4055を、投票開始に先立って運用カード(管理者カード)405により読込んで電子投票装置内部に記憶する機能を有する。そして、電子投票装置203は、投票開始時刻の後には、本人確認を済ませた有権者(以下、選挙人、投票者ともいう)に対して投票カード発券機201により発券された投票カード406を読み取る機能を有する。投票カード406には、同一投票所内では上述した運用カード405に記録されたものと同一の投票所IDが記録されており、投票者が電子投票装置203に対して投票カード406を挿入したときに、認証キー403によりデータ読取りの認証が成功した後に、カードに記録された投票所IDを読み込んで電子投票装置内部の投票所IDと比較照合することにより、挿入された投票カードの真正性を判定する。また電子投票装置203は読み取る投票カード406には、投票所ID4055の他に、上記した選挙人特性ID2021や、投票可能な選挙の種類(実施選挙の種類402として図示)に対応する投票権利を示す投票フラグ2022が記録されている。これらのデータは、上記投票所ID4055の照合が成功した後に、順次読み取られる。

本実施例においては、投票所システム200における複数の電子投票装置203の各々が投票データ407を記録可能な電磁的記録媒体を有するよう構成しているが、これを、投票所システム200内でローカルエリアネットワーク(LAN)を構築し、各々の電子投票装置203のデータをオンラインで1台のサーバに伝送し、サーバが可搬性のある電磁的記録媒体に投票データ407を記録するようなシステム構成としてもよい。

開票所システム300は、データ収集・集計機301、集計結果を印刷するプリンタを有している。投票データ収集・集計機301は、複数の投票所に設置されて電子投票装置203の投票データ407及び電子投票装置シリアル番号203s(個々の電子投票装置の製造時に付与されたシリアル番号)を収集し、両者を関連付けて格納手段(不図示)に格納するための装置である。本実施例では、投票データ407の収集方法としては、可搬性のある原本用記録媒体408による物理的な搬送手段を用いる。

なお、現行法が改正され場合は、投票所システム200と開票所システム300とを電気通信回線によりネットワーク接続し、電磁的記録媒体408、409に記録されたデータを読み出して、ネットワーク伝送するように構成することも可能である。このような電磁的記録媒体とネットワークを併用するハイブリッド方式のネットワーク型システムを採用した場合、常時接続を必要とせず、投票所を閉じる時刻の後に一括してデータ伝送を行なうことができるため、伝送におけるセキュリティをより高めることが可能である。

以下、電子投票システムを構成するハードウェアおよびソフトウェアの詳細について、図2以降の図面を用いて説明する。
図2は、本実施例に適用される電子投票装置203の外装の一例を示す斜視図である。電子投票装置203は、液晶表示装置20311(以下LCDともいう。LCD:Liquid Crystal Display)及びタッチパネル20313、及び図示しないタッチパネルコントロール基板、後述するインバータ基板20312並びに筐体部から構成されるディスプレイユニット2031を有している。LCD20311は、投票に係る情報を、投票者に視覚的に報知する。本実施例におけるLCD20311のサイズは15インチであり、誰にとっても見やすい大きさの画面表示を行なうのに十分な大きさと解像度(1024×768画素)を有している。

タッチパネル20313は、上記LCDの上面に重ね合わせて配置され、指やスタイラスペンで触れることにより座標入力が可能な抵抗膜式の透明タブレットである。タッチパネル20313は、LCD以上の解像度(4096×4096画素)を有しており、LCD上にGUI(グラフィカル・ユーザー・インターフェース:Graphical User Interface)により表示された操作ボタンをタッチパネル上から押下する際に、確実な識別が可能となっている。また、投票カード406の読取りを行なう投票カード記録読取手段2032(以下、カード記録読取手段、カードリーダライタ、カードR/Wともいう)を有する。さらに、音声による投票操作ガイドを行なうスピーカ(音声出力手段)2033を有している。

また、電子投票装置203は、投票所の投票管理者が管理する南京鍵2030aによって開閉可能なフロントドア2030を有している。フロントドア2030の内部には、後述するように、投票データ407や投票ログ4075等を記録する記録媒体(原本用記録媒体408、副本用記録媒体409)を挿入するスロット等が格納されており、フロントドア2030を本南京錠2030aにより施錠することにより、第三者によるメディアへの不正脱着を防止することとしている。また、フロントドア2030には、開閉状態を電気的に検出可能なセンサ20310が配置されており、投票中においては、フロントドア2030が開いた場合に、異常として検出し、状態表示灯20301の操作表示灯20301bに表示する。

LCDおよびタッチパネルを含むディスプレイユニット2031は、誰にとっても利用しやすい高さおよび形状を実現するため、水平面に対して15度の傾きを有するように構成されており、投票所において電子投票装置203を自書式投票用の記載台の上に設置した際に、立位の投票者による目視が容易であり、かつ投票者背面によりの盗み見を防止できるような角度に設計されている。

電子投票装置203は、状態表示灯20301を除く外装部の大きさが、幅350mm×奥行350mm×高さ190mmであり、図示しない保管箱に収納した状態で5段の積み重ねが可能である。また、従来自書式投票において使用されてきた記載台の上にも設置することが可能である。また、電子投票装置203の重量は約8kg程度であるので一人で十分運搬可能であり、投票所への運搬又は設置等の選挙事務に支障のない重量である。

図3は、本実施例に適用される電子投票装置203の外装に係る別の一例を示す斜視図である。ディスプレイユニット2031の筐体部は、表示面の傾き(チルト)を調整可能な機構をさらに有し、しかもタッチパネル操作時に安定性を有する支持機構(図示せず)を具備させて、車椅子の選挙人等が座した状態でも操作し易いようなバリアフリー仕様とすることが好ましい。ただし、この表示面の角度は、必ずしも任意の角度に調整可能であるように構成する必要はない。同図は、表示面を設置面に対して90度(垂直)に配置した場合の斜視図である。図2及び図3に図示するように、表示部の傾きは、水平面(設置面)に対して15度または90度の2種類のみから投票者が選択することとしても、実際上差し支えないことが、全国の身体障害者に対する実地試験により明らかになっている。そこで、これ以外の角度に対する調整機構を省略することにより、図示しない支持機構の製作費用を低減することができる。なお、表示部を立てた状態で使用するときは、投票時に、背後にいる人間の盗み見により投票の秘密が漏れないように、投票所の壁面を背にする等、適切な向きで設置することが好ましい。

図4は、本実施例に適用される電子投票装置203の外装の一例を示す上面図である。電子投票装置203の上面図は、ディスプレイユニット2031を倒した状態(すなわち水平面から15度の状態)を図示している。電子投票装置203は、ロックブラケット2030bを有している。ロックブラケット2030bは、南京錠2030a等の鍵のシャックル部が貫通できるような穴を有しており、その穴の径は、鍵のシャックル部が十分に出し入れできる程に大きく、かつ施錠時にフロントドア2032にガタが生じない程度の大きさを有している。また、電子投票装置203は、スタイラスペン2031aを保持するペンホルダ2031bを有している。本実施例に適用されるの電子投票装置203のタッチパネル入力操作に使用するスタイラスペン2031aは、投票者がタッチパネルを指で触れる代わりに選択的に用いるものであり、適度に先の尖ったペン形状の物品であれば、どのようなものでも使用可能である。

電子投票装置203は、スライドカバー2035を有している。同図では、スライドカバー2035が半分だけ開いた状態が図示されている。スライドカバー内部に、状態表示灯20301を電子投票装置内部のハードウェアに接続するための状態表示灯ケーブル20301dを有している。状態表示灯ケーブル20301dは、ポール20301c(図5に図示)の内部を通し、本体リア部にコネクタ接続される。この状態表示灯ケーブル20301dは、後述する電子投票装置内部のマザーボード450及び直流電源20315に接続され、投票操作及び電源状態をランプの点灯状態により表示することにより、電子投票装置203から離れた場所にいる人が視覚的にモニター可能である。なお、図示されていないが、スライドカバー内部には、表示または入力に関するバリアフリーオプションを接続するための複数の端子が配置されている。例えば、候補者選択項目が巡回的に移動するスキャン入力画面において使用可能な運動機能障害用プッシュスイッチ20371で行なう投票モードで使用する運動機能障害用プッシュスイッチ端子2037を有する。また、視覚的に候補者画面表示を認識困難な選挙人が使用可能な、触覚認識用ピンディスプレイ及び盲人用キーボードを配置した視覚障害者用専用キーボード20381を接続する視覚障害者用専用キーボード端子2038を有する。さらに、ディスプレイユニット2031を使用せずに音声のみで投票を行なう投票モードで使用する音量調整付きヘッドホン20391を接続するヘッドホン端子2039等が配置されている。

図5は本実施例に適用される電子投票装置203の外装の一例を示す正面図である。電子投票装置203が有する状態表示灯20301は、電源表示灯20301a、操作表示灯20301b、ポール20301cから構成されている。電源表示灯20301aは、操作表示灯とは異なる色(例えば赤色)のLED(発光ダイオード:Light-Emitting Diode)により構成され、消灯、点滅、点灯の3状態により、AC電源20316、DC電源20315(停電用に電子投票装置に内蔵された内部バッテリ又は電子投票装置に接続した外部バッテリ)等の電源駆動状態の確認表示を行なう。例えば、LED消灯状態をAC電源供給駆動中、LED点滅状態をAC電源供給無し、かつ外部バッテリ接続無し(内蔵バッテリ駆動中)、LED点灯状態をAC電源供給無し、かつ外部バッテリ接続駆動中などと定義することにより、電子投票装置から離れた投票立会人等が電源状態を常に視覚的に監視することができる。

本実施例においては、候補者の名前または政党名が上記で定めた最大文字数を上回る者が居た場合でも、従来の候補者画面表示のように、表示可能人数を減らすことなく、(図44を参照)設定された候補者表示枠の大きさの中でスクロールを利用して全体を表示する事が可能でなる。(図45を参照)しかしながら、立候補者が50人を超えるような選挙の場合には、一画面では表示できない場合が起こりうる。表示画面(LCD20311)の表示面積と、候補者の氏名を付したボタンの面積との兼ね合いより、表示可能なボタンの数には上限があるからである。例えば、図48は、15インチの表示エリアに対して28名分のボタンを配置した例を図示したものであるが、これ以上ボタンの数を増加すると、文字サイズが小さくなって視覚しづらくなったり、隣り合うボタン同士が接近することにより押し間違いが起こったりする等の不都合が生じる。従って、そのような場合には、候補者を複数の頁に分割したり、スクロールさせたりする等の技術が開示されている。しかし、そのような方法では、掲載される頁による不公平の問題が発生する。これを回避するために前述の特許文献2では、乱数を用いて複数頁に表示される候補者の順番をランダムにする技術が開示されている。しかしながら、かかる公開技術も、従来の公職選挙においてしばしば見られるような、複数の立候補者を擁立する所属政党が指定する表示順位を反映させて表示することが困難となるという問題が生じる。そこで、本実施例では、単一画面に候補者を一覧表示できない場合に、頁分割を行なうのではなく、候補者の頭文字による検索を行なうこととしている。

などが考えられる。復旧可能エラーが発生した場合は、基本的には、画面表示機能に従って行い、バリアフリー機器の再接続や投票カード406の再挿入を行なうことで復旧させる。これにより症状が改善しない場合は、運用上、復旧不可能エラーとしての処理を行なう。「復旧不可能エラー」は、「電子投票プログラムが以降の投票操作が行えない状態」と判断した際に出力される。投票管理者は、画面表示事項に応じた対処を行い、電子投票装置の使用を停止しなければならない。
