本発明は、粗大ごみ回収のための情報処理技術に関する。

【従来の技術】
粗大ごみの回収は、通常、行政機関が回収計画を取りまとめ、その回収計画に従って行われる。行政機関が取りまとめる回収計画には、回収日、回収場所等の情報が含まれており、行政機関の回収担当者(実際に回収作業を行う者)又は行政機関から依頼された民間の回収業者(以下、行政機関の回収担当者も含めて回収業者とする)は、回収日に回収場所を巡回することによって粗大ごみを回収していく。粗大ごみの回収希望者は、行政機関によって決められた回収日に、粗大ごみを回収場所まで持って行く又は自宅周辺に出しておく。

なお、回収計画の取りまとめ方法については行政機関によって様々な態様があり、例えば、回収希望日時等、回収希望者の要望を考慮する場合もあれば、一般ごみと同様に、予め場所と日時(例えば、毎月1回第2土曜日等)とを決めておく場合もある。それぞれ運用上一長一短があり、例えば回収希望者の要望を考慮する場合には、回収にあたって不要な巡回をなくすことができるが、回収計画の作成をその都度行う必要があり手間がかかる。一方、予め場所と日時とを決めておく場合には、1度作成した回収計画を毎回使うことができるが、回収場所を巡回しても粗大ごみが出されていない可能性もあり、巡回の効率性に欠ける。

このような粗大ごみの回収を効率よく行うために、回収ルートを生成するシステムが存在する(例えば、特許文献1参照)。すなわち、24時間営業の取扱い店の店頭に設置された受付端末を操作して、利用者は粗大ごみ回収申し込みとごみ回収チケットの購入とを行う。粗大ゴミ回収センターは、受付端末からの粗大ごみ回収申し込み情報に基づいて、回収日毎の回収所をリストアップして、最短の回収巡回ルートを作製する。回収車は、この回収巡回ルートにしたがって、回収所を巡回して、粗大ごみの回収を行う。

しかしながら、以上述べた従来技術によると、予め場所と日時とを決めておく場合には回収の効率を良くすることは可能となるが、回収希望者の要望を考慮する場合における適切な回収計画の作成方法は示されていない。

また、粗大ごみの種類は、粗大ごみを出す回収希望者と行政機関と回収業者とが知っているだけであり、例えば出される粗大ごみの種類によっては引き取りたいと思っている者(個人又は企業)がいても、回収される前に粗大ごみの種類を知ることができない。また、季節等の要因により特定の物品に対して引き取り希望者が多い場合においても、特定の物品を重点的に回収するようなことは行われていないため、リサイクルにおける需給バランスが取れていない。

従って本発明の目的は、粗大ごみの回収計画の作成において適切な回収日を設定するための情報処理技術を提供することである。

【課題を解決するための手段】
本発明に係る、粗大ごみの回収についての情報処理方法は、粗大ごみの回収希望者の端末から、所定の期間内の回収予約に関する回収予約データを受信した場合には、回収予約データ格納部に格納するステップと、所定の期間内の特定の回収日を指定するデータを含む回収予約データにより設定された回収日の日数が、予め設定されている日数に達したことを検出した場合には、所定のルールに基づき所定の期間内の設定された回収日のいずれかを所定の期間内の回収予約に関する回収予約データに対応付けて回収予約データ格納部に登録するステップとを含む。

このように、粗大ごみの回収希望者は、特定の回収日を指定して又は特定の回収日を指定せずに回収予約を行うことができる。また、設定された回収日の日数が予め設定されている日数に達した場合には、設定された回収日のいずれかに、例えば特定の回収日を指定していない回収予約の回収日が集約されるようになるため、回収計画立案が省力化される。

また、本発明において、回収希望日と異なる回収日が設定されることを許可するデータを含む回収予約データに対応する回収料金として、所定の期間内の特定の回収日を指定するデータを含む回収予約データに対応する回収料金より安い金額を設定するステップをさらに含むような構成であってもよい。これにより、希望した回収日にこだわらない回収希望者に対しては、回収日が希望通りにならない代わりに回収料金が安くなるというメリットを与え、回収日指定者との利益バランスをとることが可能となる。

さらに、本発明において、引き取り希望者の端末から特定の回収品の引き取りに関するデータを受信した場合に、回収予約データ格納部に格納されており且つ上記特定の回収品のデータを含む回収予約データに対応する回収料金に基づき上記特定の回収品の引き取りに関する手数料を設定し、当該手数料のデータを含む、特定の回収品の引き取りに関するデータを引き取りデータ格納部に格納するステップをさらに含むような構成であってもよい。このように、引き取りが決定した回収品について、当該回収品の回収料金に基づき、引き取り者が負担する引き取り手数料を自動的に設定することが可能となる。場合によっては、上記特定の回収品の回収希望者の回収手数料を無料とすることもある。

【発明の実施の形態】
本発明の一実施の形態に係るシステム構成図を図1に示す。例えばパーソナル・コンピュータである行政機関端末3と回収希望者端末7と引き取り希望者端末9と回収業者端末11とは、図示しないがウェブ(Web)ブラウザ機能及びメーラ機能を備えており、無線又は有線により例えばインターネットであるネットワーク1に接続してホームページを閲覧すること及びメールの送受信を行うことが可能となっている。また、ネットワーク1には、粗大ごみの回収計画の管理や回収予約の受け付け等を行う粗大ごみ回収管理サーバ5も接続されている。

なお、システムを利用する行政機関、回収希望者、引き取り希望者及び回収業者の数は限定されず、それに伴い各端末の数も限定されない。また、複数台のコンピュータが連携して粗大ごみ回収管理サーバ5として動作するような構成であってもよい。

また、回収時間の列410には、レコード生成時に値は登録されず、回収業者による回収予定策定の際に設定された回収時刻が登録される。譲渡の列414には、回収を希望する粗大ごみ(回収品)を、引き取り希望者がいた場合に譲渡してもよいかどうかを示すフラグが登録される。本実施の形態においては、初期値である「0」が譲渡不可を示し、「1」が譲渡可能を示している。譲渡先(引き取り者)が決まると、譲渡先の列416には引き取りマスタDB518のレコードのキー値が登録される。引き取りマスタDB518については下で述べるが、キー値を用いて参照することにより、引き取り者氏名等、引き取りに関するデータを特定できる。

また、手数料の列418には、粗大ごみの回収希望者が負担する回収料金が登録される。上で述べたように本実施の形態においては回収品目マスタDB514(図3)のレコードには粗大ごみの種類(回収品目)に対応した手数料が例えば2種類設定されており、対応する値が手数料の列418に登録される。すなわち、変更可否の列408の値が「0」であるレコードの生成時には、手数料1の列304(図3)の値が手数料の列418に登録される。また、変更可否の列408の値が「1」であるレコードの生成時には、手数料2の列306(図3)の値が手数料の列418に登録される。譲渡先(引き取り者)が決まると、本実施の形態においては回収料金を引き取り者の負担とするため、手数料の列418の値は「0(円)」に変更される。

氏名の列420と住所の列422と電話番号の列424とメール・アドレス(e−mail)の列426とには、回収希望者に関するデータがレコード生成時に登録される。画像ファイルの列428には、引き取り希望者等が参照するための、粗大ごみ(回収品)の画像データのファイル名等がレコード生成時に登録される場合もある。通知の列430には、当該レコードに対応する回収予約について、回収業者による回収予定策定の際に、回収希望者に対して確認の通知処理が行われたかどうかを示すフラグが登録される。本実施の形態においては、通知処理はメールによって回収日以前(例えば前日)に行われるため、メールのデータを生成し、メール送信の予約設定が行われたかどうかが示されている。「0」が未通知を示し、「1」が通知処理済みを示している。

図5に、引き取りマスタDB518のテーブル構成の一例を示す。図5の例には、受付番号(No.)の列550と受付日時の列552と手数料の列554と氏名の列556と住所の列558とが含まれている。本テーブルには、回収品の引き取りに関するデータが登録される。受付番号(No.)の列550には、レコードのキーが登録され、回収予約マスタDB516(図4)の譲渡先の列416の値と対応付けられている。また、手数料の列554には引き取り手数料が登録されるが、本実施の形態においては、当該回収品の回収料金(回収予約マスタDB516(図4)の対応するレコードの手数料の列418の値)と等しくなるような構成となっている。すなわち、本来は回収希望者(譲渡元)が負担する回収に関わる料金を、引き取り希望者が負担する形態でリサイクルが行われる。なお、引き取り手数料を別の基準で決めてもよいし、譲渡の有無に関わりなく回収料金を徴収するような構成であってもよい。

次に、図6乃至図34を用いて図1に示したシステムの処理を説明する。なお、本実施の形態における処理は大きく4つに分類することができ、内訳として、粗大ごみの回収計画生成処理と回収予約処理と引き取り予約処理と回収予定設定処理とが含まれる。それぞれの処理毎に、端末を操作するユーザの属性が異なるが、以下で説明する処理の前にはログインによりユーザ属性が特定されているものとする。
