従来、公知である改ざん防止用紙(偽造防止用紙)には多種多様のものが既に開発されているが、それら公知の改ざん防止用紙を大別すると、基紙(ベースシート)に対し、複数の各種層を一体にしてなる多重層構造の偽造防止片等をその基紙と一体に設けてなる偽造防止用紙と、基紙に偽造防止の印刷層を施してなる偽造防止用紙とに区分される。

多重層構造の偽造防止片等を、基紙と一体に設けてなる従来の偽造防止用紙の構成は、支持体に対し接着剤層、反射性薄膜層、ホログラム形成層、剥離性保護層を順次重ねて形成してなるホログラムフィルム片等の偽造防止片を、基紙表面に一体に重ね合わせた構成となっており、この偽造防止用紙は、例えば株券、債権、小切手、商品券等の有価証券さらには、プリベイトカード、IDカード等として用いられていることが知られている(例えば特許文献1参照)。

また、基紙に偽造防止印刷層を施してなる従来の偽造防止用紙は、基紙の所望面に、互いに異なる網点によって構成された潜像、及びこの潜像を取り囲む背景パターンを印刷したものであり、しかもその背景パターンは、複写機の解像能で複写不可能な網点のサイズ及び密度を選択し、潜像は、複写可能である網点のサイズ及び密度を選択してそれぞれ印刷されたものであって、この偽造防止用紙は、例えば印鑑登録証明書、住民登録証明書等の用紙としての使用に適するものである(例えば、実用新案登録文献1参照)。

ところが、特許文献1に示されているように、基紙に対して多重層構造の偽造防止片を一体に設ける偽造防止用紙は、その偽造防止用紙自体の構成、特に偽造防止片の作成工程が複雑であり、かつ高価なものとなっているために、この偽造防止用紙は、高性能、高精密の偽造防止が要求される例えば株券、債権、小切手、商品券等の有価証券を作成する偽造防止用紙としては有効であるものの、例えば役所等において大量に取扱われる印鑑登録証明書、住民登録証明書、あるいは企業内での秘密文書等の印刷物を作成するために用いる偽造防止用紙としては、経済的に不利であって実用性に欠けるものである。

そこで、印鑑登録証明書、住民登録証明書等の用紙を作成するに有利に用いられる偽造防止用紙としては、その経済的観点から、上記実用新案登録文献1に記載されているような不正使用防止シートが知られている。

この不正使用防止シートは、既に述べているように、複写機の解像能で複写不可能な網点のサイズ及び密度を選択して印刷した背景パターンと、複写可能である網点のサイズ及び密度を選択して印刷された潜像との組合せであって、この不正使用防止シートを用いて作成した例えば印鑑登録証明書の場合、これをコピーすると複写機の解像能により背景パターンは複写されないが、潜像が印鑑の押捺位置に重なって表示されるので、その潜像が表示されているコピー紙は、不正にコピーされたものであることが認識できるようになっている。

ところが、その不正使用防止シートに予め施されている潜像は、多数個の網点を集合させて成る印刷であることから、潜像といえども印刷シート面において肉眼で容易に目視できる。このために従来の不正使用防止シートに施されている潜像は、カムフラージュされているものではなく予め印刷表示されている背景パターンに対し違和感を生じるものであった。

また、上記の不正使用防止シートを複写したコピー紙には、潜像が浮かび上がって表示されるようになっているので、その潜像が表示されているコピー紙は、正にコピーされたものであることが一目瞭然である反面、そのコピー紙面上で浮き上がって表示されている潜像が、所定の記入事項と干渉してその記入事項の判読の妨げとなることがある。

本発明では、上記事実に鑑みてなされたもので、基紙面に印刷する地紋の中に、複写機の解像能では再現不可能であるマイクロ表示手段を印刷せしめた改ざん防止用紙となし、この改ざん防止用紙の通常使用状態では、その用紙に偽造防止手段が施されているか否かを分かり難く(カムフラージュ)させて違和感のない用紙とすることができ、またその用紙を複写機でコピーして得たコピー紙においては、その複写機の解像能でマイクロ表示手段の形態が崩れていることが感知でき、このコピー紙がコピーされたものであることが容易に認識できるようにする改ざん防止用紙の提供を第一の目的とする。

また本発明は、例えば印鑑登録証明書、住民登録証明書等に使用される改ざん防止用紙を通常の印刷手段のみで作成することができるようにして、製作経済性を高め、さらには実用性にも優れた改ざん防止用紙の提供を第二の目的とする。

上記目的は、紙面に印刷した背景色との色濃度差で表示される地紋の中に、その地紋の表示色に対する色濃度差で表示されるマイクロ表示手段を点在配置してなる改ざん防止用紙により達成される。

【発明の実施の形態】
以下に、本発明よりなる改ざん防止用紙の実施の形態を、印鑑登録証明書として示す図面に基づいて詳細に説明する。

【発明の効果】
上記のように、本発明の改ざん防止用紙は、その用紙の紙面に施す地紋の内部にマイクロ表示手段を配置(点在)させているので、この用紙を複写機でコピーした場合に、そのコピー紙においては、複写機の解像能に関係してマイクロ表示手段の形態が崩れてコピーされるために、そのマイクロ表示手段の形態崩れを確認することでそのコピー紙が、複写機により複写されたものであることが判断できる。したがって証明書等の改ざん(偽造)防止に有効である。
