ハサミ型爪切りは、ハサミの2枚の刃の部分をすり合わせることで爪を切る仕組みになっている。刃をすり合わせるとカバーが邪魔になってしまうため、刃にカバーを装着することができない。そこで、刃をすり合わせるのでなく、爪を左右から挟んで押し切るピンセット型の構造にすれば、刃全体を包み込んだカバーを装着できる。ピンセット型の構造とは、図1のように、梃子の原理を応用するのではなく、2つの刃で左右から爪を挟み込み、指の力だけで爪を切断するものである。

図5にあるように、ペットの爪を左右から挟み、押し切るような爪切りの構造にする。ペットの爪は、断面が丸くなっているために大型のペットでないかぎりハサミ型やギロチン型のような梃子の構造を応用しなくても、鋭い刃を使用することによって充分切断することが可能である。ピンセット型の爪切りは左右の刃がかみ合わせになっているだけなので、図5のごとく、刃を動かすときにカバーが邪魔にならないため、爪切り全体を包み込むような爪屑飛散防止カバーを付けることが可能となる。左右の刃の部分が開閉するため、カバーはゴム製・樹脂製・プラスティック製など、多少伸縮性のあるものを使用する。カバーは爪切り全体を覆っているので、切断したペットの爪はカバーの内側にたまり外部には飛散しない。
