A spring receiving projection 17 is formed on a side surface of the hook portion 14 facing the second pivot 6, and the front hook portion 14 becomes a front-side hole edge 15a of the locking receiving hole 15 in the locked state. The second spring member 16 rotationally urges the hook lever 12 so as to engage with the second spring member 16, the second spring member 16 is formed of a torsion coil spring, the coil portion 16a is fitted to the third pivot 13, and one straight end is formed. A latch device in which the upper end portion of the base plate is brought into contact with the upper end portion of the base plate, and the bent end portion of the other linear end portion of the second spring member is engaged with the spring receiving projection from the lower surface side.
