上記流量計による注入量管理では、エア含有率が常に設定された値で一定に維持されること、エアモルタルやエアミルクの粒子が微細で一様であることが正しい計測を行う条件となっており、これらの条件が満足できなければ正しい計測ができない。
しかし、エア含有率、およびエアモルタルやエアミルクの品質は起泡剤、およびエアの混入量に依存するところが大きく、手作業による起泡剤の混合や、コンプレッサ任せのエアの供給では長時間にわたる施工の間、常に一定のエア含有率とエアモルタルまたはエアミルクの品質を維持することは困難であった。
