【従来の技術】
複数のユーザがオンライン通信システムを介して集まるコミュニティにおける、情報流通の手段としては、同一コミュニティのユーザそれぞれのメールアドレスが登録されたメーリングリストによる情報配信や、コミュニティ内で自由に閲覧・書き込みができる電子掲示板、チャット、ＴＶ会議などがある。これらの方法では、コミュニティに登録されている全てのユーザに一括して情報が配信され、配信された情報内容は登録された全てのユーザが見ることができ、さらに全てのユーザがコミュニティ全体に対して同じように情報発信を行うことができる。また、ネットワーク上におけるユーザの活動範囲を管理し、ユーザの通信サービスの利用要求に対して、通信サービスを受ける権限があるかを判定し、エンドユーザ端末に通知する方法など、サービスの利用を管理するコミュニティ管理方法及びシステムがある（例えば、特許文献１参照）。

【発明が解決しようとする課題】
しかしながら、組織化されたコミュニティや、異なる複数の属性のユーザにより構成されるコミュニティでの情報流通では、単に情報流通サービスの利用の可・不可を判定する利用管理だけではなく、当該情報流通サービスの中にも、オブザーバとして位置付けられたユーザがいて、そのようなユーザからの返答（投稿）を制限したい場面も考えられる。しかし、従来の方法では、ユーザの属性による権限の違いに基づく情報流通の管理制御は実現されていない。
