この発明は、電力会社が顧客に対してリスクの変動に応じて電気料金を変化させる、いわゆるリスク対応型の電気料金を提案する際に用いるリスク対応型電気料金提案支援装置、リスク対応型電気料金提案支援方法、およびその方法をコンピュータに実行させるプログラムに関する。

【従来の技術】
近年、安定した経営をおこなうために、多くの企業(特に中小企業)において、不測の経営上のリスクの変動を抑え、企業収支への影響を緩和したいという要求が高まってきている。

【発明が解決しようとする課題】
しかしながら、上記従来の技術にあっては、企業、特に中小企業にとっては、自らのリスク量自体を正確に把握できなかったという問題点があった。また、たとえ、リスク量を正確に把握できたとしても、そのリスク量を吸収する具体的方法があまり一般的ではなかったという問題点があった。

金融機関を利用したリスクヘッジという方法も考えられるが、これは一定量以上のヘッジ規模(たとえば、為替ヘッジは100万ドル単位等)がある場合に限られるという事情から、これまで中小企業には適用するのは事実上きわめて困難であった。また、金融機関を利用したヘッジの場合、デリバティブ会計などの複雑な会計処理が必要となり、手続きが煩雑になるという問題点があった。

この発明は、上記課題(問題点)を解決するためになされたものであり、経営上のリスクの変動を電気料金で吸収することが可能なリスク対応型電気料金の提案を効率的におこなうことが可能なリスク対応型電気料金提案支援装置、リスク対応型電気料金提案支援方法、およびその方法をコンピュータに実行させるプログラムを提供することを目的としている。

【課題を解決するための手段】
上記課題を解決するために、請求項1に記載の発明にかかるリスク対応型電気料金提案支援装置は、顧客の経営上の一つまたは複数のリスクに関するリスク情報および前記リスクの変動にともなって発生する前記顧客のリスク量の増減に関するリスク量情報を入力する入力手段と、前記入力手段によって入力されたリスク情報およびリスク量情報に基づいて、前記リスクの変動に対応した電気料金を設定する設定手段と、を備えたことを特徴とする。

【発明の実施の形態】
以下に添付図面を参照して、この発明にかかるリスク対応型電気料金提案支援装置、リスク対応型電気料金提案支援方法、およびその方法をコンピュータに実行させるプログラムの好適な実施の形態について詳細に説明する。

(本実施の形態の概要)
まず、この発明の本実施の形態の概要について説明する。顧客企業がさらされている経営上のリスク(金利、為替、天候、株式、原材料、景気等)変動に応じて、電気の使用量に関らず電気料金を変動させる。すなわち、顧客企業のリスク環境が悪化し企業の収支を圧迫するような場合には割り引き、逆にリスク環境が好転し収支が改善するような場合は高めの電気料金を徴収するというものである。換言すれば、電気料金が、コストの変動による企業収支への影響を緩和するバッファーの役割を担うものである。これによって顧客企業は、経営上のリスク(の一部または複数)を電気料金で吸収することができる。

そのためには、顧客から提示された複数のリスクが電気料金の中で有効に吸収できるかどうかを分析する必要がある。ここでは、顧客から提示されたリスク情報と、後述する顧客の電力情報データベース403と、顧客企業の財務情報データベース405とを用いてそれが可能かどうかを分析し判断する。そして可能と判断された場合には、リスクヘッジ型料金を提示するものである。

ここでリスクとは、将来の不確実性を意味しており、将来何が起こるかわからないような状況で、結果として経済的な損失が発生する可能性のことをいう。ただし、不確実性は将来の収益の源泉でもある。企業が抱えるリスクには、金利変動、為替レート変動、異常気象、株価変動、原材料価格変動、格付変動、景気変動、自然災害、信用リスク(売掛先の倒産)、製品等の販売価格の変動、M&Aリスク、税制変更、環境問題、政変などのさまざまなリスクがある。これらのリスクはいずれも、企業経営に何がしかの影響を与えるものである。

また、これらのリスクの多くは、その影響を客観的かつ定量的に把握することが可能である。たとえば、以下のようなものである。

(1)金利変動の企業経営に与える影響は、市場の金利が1%変動したときの企業の支払利息の変動と預金利息の変動の差額としてとらえることができる。

(2)為替レートの企業経営に与える影響は、為替レートが1円/$変動したときの企業の輸出入代金の増減としてとらえることができる。

(3)異常気象の企業経営に与える影響は、気温1℃、降水量1%、湿度1%等変動したときの企業の売上高または費用の増減としてとらえることができる。

(4)株価変動の企業経営に与える影響は、日経平均株価が100円変動したときの企業が所有する有価証券の時価の変動としてとらえることができる。

(5)原材料価格変動の企業経営に与える影響は、たとえば企業が原料としている石油価格、アルミ価格、大豆価格、半導体価格が一定幅変動したときの費用の増減としてとらえることができる。

(6)格付変動の企業経営に与える影響は、たとえば格付がAAからAに変動した場合に、企業が金融市場から資金調達する金利の上昇による影響額としてとらえることができる。

(7)景気変動の企業経営に与える影響は、たとえばGDPの成長率、失業率、消費者物価、鉱工業生産指数等の景気変動を表す指数に企業の収支が連動する場合、各指数1%変動したときの企業収支変動額としてとらえることができる。

このように一部のリスクを除いて、多くリスクはその影響を客観的かつ定量的に把握することが可能である。また、客観的かつ定量的に把握できるリスクについては、企業の財務諸表等から外部の第三者が推計できるものもあるが、企業の内部の者でしか把握できないものもある。また、リスクの変動を確率的にとらえて、リスク量を確率を加味して定量的に表すことが可能な場合もある。たとえば、「今後1年間のうちに5%の確率で金利が1%以上変動することが予想され、その場合の影響額が○○円である」と表すことができる。

図1は、この発明の本実施の形態の概要を示す説明図である。図1において、自らが抱えるリスクを電気料金の中で吸収したい顧客101は、電力会社102のホームページ上から自らの各種リスクに対するリスク量および顧客番号を入力することによって、インターネットやLANなどのネットワーク100を介して電力会社102へ問い合わせをおこなう(C1)。

電力会社102は、上記問い合わせに対して、顧客101が自らのリスク量がわからない場合に、リスク量簡易計算ソフトを送付する(E1)。そして、顧客101の抱える複数のリスクが顧客101の電気料金の中で有効に吸収できるような設計が可能かどうかを、各リスクごとに分析する(E2)。その際、顧客の電力情報データベース403の中から、顧客の過去5年間の電力使用量、電力料金、料金の支払い状況などのデータを抽出する(E3)。また、顧客の財務情報データベース405からリスク量計算に必要となるデータを抽出するようにしてもよい(E4)。

そして、吸収できるリスクの場合は、「お客さまは、△△リスクについては、1単位あたり××円のリスクがあります。これについて次のようなリスク対応型電気料金が設定できました」という応答例を作成し、応答する(E5)。一方、吸収できないリスクの場合は、「○○リスクについては電気料金の中では吸収できません」という応答例を作成し、応答する(E6)。

つぎに、顧客101は、上記応答に基づいて、複数のリスク対応型電気料金の中から、さらに詳しい情報を得たい、または契約締結を考えたいと思うメニューを選択し、ネットワーク100を介して、電力会社102へ問い合わせる(C2)。これに対して、電力会社102は、選択されたメニューに対して詳細な料金メニューやシミュレーション・ソフトを提示したり、契約いただく場合の留意事項などを提示する(E7)。これに対して、顧客101は、シミュレーションを実施したり、留意事項を確認するなどして、新料金の導入を検討する(C3)。その結果、電力会社102と新料金について成約することになる。

つぎに、この発明の本実施の形態にかかるリスク対応型電気料金提案支援装置を含むリスク対応型電気料金提案支援システムの構成について説明する。図2は、この発明の本実施の形態にかかるリスク対応型電気料金提案支援装置を含むリスク対応型電気料金提案支援システムのシステム構成を示す説明図である。図2において、リスク対応型電気料金提案支援システムは、リスク対応型電気料金提案支援装置である電力会社サーバ200と、電力会社102の担当者の担当者端末装置201と、顧客101の顧客端末装置202とが、インターネットやLANなどのネットワーク100によって接続されている。
