【発明の属する技術分野】
本発明は、RBM用データベース及びRBM支援装置並びにRBMの遂行方法に係わり、特にRBMにおけるリスク評価の効率化技術に関する。

【従来の技術及び発明が解決しようとする課題】
高度成長時代が終焉を迎えて、比較的大型の個別機器あるいは設備の保守管理手法として、RBM(Risk Based Maintenance;リスクベースメンテナンス)の適用が試みられている。このRBMは、対象物の保守管理に関する「リスク」を「破損の起こりやすさ(Likelihood)」と「被害の大きさ(Consequence)」との積として定義するものであり、対象物に関する各種専門家の協議によって「破損の起こりやすさ」及び「被害の大きさ」をそれぞれ評価することにより最終的なリスクを決定し、このようにして決定されたリスクに基づいてメンテナンス計画を立案するものである。なお、RBMは、RBI(Risk Based Inspection)と称される場合もある。

RBMにおいて上記「破損の起こりやすさ」及び「被害の大きさ」を評価するための手順は、以下の3段階からなる。第1段階は「目録作成」であり、ここ段階では、対象物について経年変化によって損傷が発生する可能性のある部位(診断対象部位)を階層的に分類し、各診断対象部位の関連情報、つまり設計情報、運転情報及び検査情報、材料情報等を調査・収集してデータベース化すると共に各診断対象部位の損傷メカニズムを定義する。

第2段階は「対象物の1次評価」であり、ここ段階では、各種専門家、つまり設計者、保全者、運転者、構造研究者、材料研究者等が上記目録の各項目(各診断対象部位)について「破損の起こりやすさ」及び「被害の大きさ」について協議を行い、「破損の起こりやすさ」及び「被害の大きさ」を評価指数化し、さらに各評価指数を「破損の起こりやすさ」及び「被害の大きさ」に関するリスクマトリクス上にマッピングする(1次評価)。

第3段階は「対象物の2次評価定(最終評価)」であり、各診断対象部位に関する各リスクマトリクスを各種専門家が各診断対象部位相互の関連性及び他の対象物に関する事例をも含めた総合的な観点から再評価し、各診断対象部位のリスクに関する最終的な指標(2次評価)を決定する。

上記各段階は、通常、専門スタッフや各種専門家によって遂行される。第1段階では専門スタッフによって関連各部門から対象物に関する各種情報が収集され目録が作成される。第2,第3段階では、第1段階で専門スタッフによって作成された各部位に関する目録に沿って各種専門家が協議して1次評価及び2次評価が行われる。

ここで、各種専門家による第2段階及び第3段階の遂行については、異なる専門分野の複数の専門家が一堂に会して協議を行う必要があるにもかかわらず、関係する全ての専門家の都合を調整することは困難であり、十分な協議時間を確保できないという問題点がある。このために、第2段階及び第3段階については、各専門家が真に必要な協議だけに時間を割り当てることができるように、機械による自動化が可能な部分については極力自動化して、複数の専門家が一堂に会して協議できる時間を有効に活用することが望まれている。

本発明は、上述する問題点に鑑みてなされたもので、RBMにおける1次評価段階をより自動化することにより当該1次評価段階に要する時間を短縮することを目的とする。

【課題を解決するための手段】
上記目的を達成するために、本発明では、RBM用データベースに係わる第1の手段として、対象物のリスクベースメンテナンス(RBM)における被害の大きさと評価指数との対応関係を示す被害評価テーブル(1a〜1d)を対象物あるいは/及び対象物の診断対象部位の規模毎に備えるという構成を採用する。

また、RBM用データベースに係わる第2の手段として、上記第1の手段において、被害評価テーブル(1a〜1d)は、対象物が運転を停止した場合の直接損失金額を被害の大きさとして記憶するという構成を採用する。

RBM用データベースに係わる第3の手段として、上記第1または第2の手段において、被害評価テーブル(1a〜1d)は、診断対象部位の補修経費を被害の大きさとするという構成を採用する。

一方、本発明では、RBM支援装置に係わる第1の手段として、上記第1〜第6いずれかに記載のRBM用データベース(1)と、被害の起こりやすさに関する評価指数と対象物あるいは/及び対象物の診断対象部位の規模と被害の大きさとを指定する操作部(2)と、該操作部(2)によって指定された対象物あるいは/及び対象物の診断対象部位の規模に該当する被害評価テーブル(1a〜1d)から前記被害の大きさに対応する評価指数を読み出し、当該評価指数と前記被害の起こりやすさに関する評価指数とに基づいて診断対象部位の被害の起こりやすさと被害の大きさとの関係を示すリスクマトリクス上にマッピングする演算部(4)と、該演算部(4)の演算結果を出力する出力部(3)とを具備する構成を採用する。

【発明の実施の形態】
以下、図面を参照して、本発明に係わるRBM用データベース及びRBM支援装置並びにRBMの遂行方法の一実施形態について説明する。なお、本実施形態は、リスクベースメンテナンス(RBM)の対象物を発電所とし、該火力発電所を構成するボイラを診断対象部位の1つとした場合に関するものである。

図1は、本実施形態におけるRBM用データベース及びRBM支援装置の機能構成を示すブロック図である。この図において、符号1は被害評価用データベース(RBM用データベース)、2は操作部、3は出力部、また4は演算部である。被害評価用データベース1は、対象物のリスクベースメンテナンスにおける被害の大きさと評価指数との対応関係を示す被害評価テーブル、つまり電力停止期間評価テーブル1a,ボイラ補修費評価テーブル1b,その他補修費評価テーブル1c,人的災害評価テーブル1dをボイラの規模毎に備えている。

図2は、上記電力停止期間評価テーブル1aのデータ構造を示す表である。この電力停止期間評価テーブル1aは、図示するように火力発電所(RBMの対象物)の運転停止期間に基づく被害金額(被害の大きさ)と評価指数(値)との関係を登録したものである。上記被害金額は、火力発電所の運転停止つまり火力発電所の本来機能である電力供給がストップすることによる火力発電所の直接損失金額である。

本電力停止期間評価テーブル1aでは、このような火力発電所の運転停止に基づく被害金額が「50億円以上」,「10億円〜50億円」,「5億円〜10億円」,「1億円〜5億円」,「1000万円〜1億円」,「100万円〜1000万円」,「100万円未満」及び「なし」の8ランクに分類し、当該8ランクについて被害金額の高い方から「1」,「0.5」,「0.3」,「0.2」,「0.1」,「0.04」,「0.004」及び「0」の評価指数をそれぞれ割り当てている。

また、この電力停止期間評価テーブル1aは、上記被害金額を火力発電所の規模つまり1日当たりの被害金額(単位被害金額)に対応させて登録する点と特徴としている。すなわち、当該電力停止期間評価テーブル1aは、火力発電所の運転停止による被害金額が火力発電所の規模に応じて相違する点を加味したものである。

より具体的には、当該電力停止期間評価テーブル1aでは、火力発電所の規模、つまり1日当たりの単位被害金額は「2000万円/日」,「1000万円/日」,「500万円/日」,「250万円/日」及び「100万円/日」に5分類され、各規模について複数の電力停止期間、例えば単位被害金額が2000万円/日の場合には電力停止期間は、「50日以上」,「10日〜50日」,「5日〜10日」,「2日〜5日」,「2日未満」及び「なし」の6ランクに分類されている。なお、他の単位被害金額については図示する通りである。

これら電力停止期間に関する各ランクは、単位被害金額との乗算によって導き出される被害の大きさに対応付けられている。例えば上記と同様に単位被害金額が2000万円/日の場合には、「50日以上」は「50億円以上」に対応付けられ、「10日〜50日」は、「10億円〜50億円」に対応付けられ、5日〜10日」は「5億円〜10億円」に対応付けられ、「2日〜5日」は「1億円〜5億円」に対応付けられ、「2日未満」は「1000万円〜1億円」に対応付けられ、また「なし」は「なし」に対応付けられている。なお、他の単位被害金額については図示する通りである。

図3は、ボイラ補修費評価テーブル1b及びその他補修費評価テーブル1cのデータ構造を示す表である。ボイラ補修費評価テーブル1b及びその他補修費評価テーブル1cは、この図に示すように診断対象部位の1つであるボイラの規模が大ボイラ(事業用)と小ボイラ(自家発電用)とに2分類され、各規模について被害の大きさとしてボイラ補修費あるいはその他補修費と評価指数(値)との関係を登録したものである。ボイラ補修費及びその他補修費は、図示するように各々6ランクに分類されている。

例えば大ボイラの場合は、ボイラ補修費及びその他補修費は、「50億円以上」,「10億円〜50億円」,「5億円〜10億円」,「1億円〜5億円」,「1000万円〜1億円」及び「1000万円以下」の6ランクに分類されており、当該6ランクについて補修費の高い方から「0.61」,「0.4」,「0.4」,「0.20」,「0.20」及び「0」の評価指数が割り当てられている。一方、小ボイラの場合は、ボイラ補修費及びその他補修費は、「25億円以上」,「5億円〜25億円」,「2億5000万円〜5億円」,「5000万円〜2億5000万円」,「500万円〜5000万円」及び「500万円以下」の6ランクに分類されており、当該6ランクについて補修費の高い方から「0.61」,「0.4」,「0.4」,「0.20」,「0.20」及び「0」の評価指数が割り当てられている。

さらに、図4は、人的災害評価テーブル1dのデータ構造を示す表である。人的災害評価テーブル1dは、上記ボイラ補修費評価テーブル1b及びその他補修費評価テーブル1cと同様にボイラの規模によって大ボイラ(事業用)と小ボイラ(自家発電用)とに2分類されている。そして、各規模について被害の大きさとに対して人的災害の大きさのコスト換算値と評価指数(値)とが関係付けられている。被害の大きさは、各規模について「広域的」,「局所的」,「微少」及び「なし」の4ランクに分類されており、被害の大きい方から「0.5」,「0.3」,「0.2」及び「0」がそれぞれ割り当てられている。

そして、大ボイラの場合は、人的災害の大きさである「広域的」に「10億円以上」のコスト換算値が割り当てられ、「局所的」には「1億円〜10億円」のコスト換算値が割り当てられ、「微少」には「1000万円〜1億円」のコスト換算値が割り当てられ、「なし」には「0円」のコスト換算値が割り当てられている。一方、小ボイラの場合は、人的災害の大きさである「広域的」に対して「5億円以上」のコスト換算値が割り当てられ、「局所的」に対しては「0.5億円〜5億円」のコスト換算値が割り当てられ、「微少」には「500万円〜0.5億円」のコスト換算値が割り当てられ、「なし」には「0円」のコスト換算値が割り当てられている。

なお、上記電力停止期間評価テーブル1a,ボイラ補修費評価テーブル1b,その他補修費評価テーブル1c,人的災害評価テーブル1dは、RBMの対象物である火力発電所の診断対象部位の1つであるボイラに関するものであるが、被害評価用データベース1は、上記ボイラ以外の全ての診断対象部位についても規模に応じた被害評価テーブルを備えている。

操作部2は、電力停止期間評価テーブル1aを検索するために必要な情報としての上記単位被害金額及び電力停止期間、ボイラ補修費評価テーブル1b、その他補修費評価テーブル1c及び人的災害評価テーブル1dを検索するために必要な情報としてのボイラの大小(大ボイラかあるいは小ボイラか)及び被害の大きさ、並びに「破損の起こりやすさ」に関する評価指数を演算部4に入力するためのものである。

なお、「破損の起こりやすさ」に関する評価指数は、RBMの1次評価段階において別途行われる検討作業(各種専門家による合議)によって導き出されたものである。一方、電力停止期間評価テーブル1aを検索するために必要な情報としての上記単位被害金額及び電力停止期間、並びにボイラ補修費評価テーブル1b、その他補修費評価テーブル1c及び人的災害評価テーブル1dを検索するためのボイラの大小と被害の大きさは、RBMの前段階作業である目録作成行程によって明らかとされたものである。

出力部3は、演算部4の演算結果(1次評価結果)と操作部2から演算部4に入力された上記各種情報を出力するものであり、例えばこれら1次評価結果及び各種情報を画面表示するディスプレイ、1次評価結果及び各種情報を印刷するプリンタ、あるいは/及び1次評価結果及び各種情報を記憶する外部記憶装置である。演算部4は、操作部2から入力された情報に基づいて被害評価用データベース1を検索することにより被害の大きさに関する各種評価指数を読み出すと共に、当該各種評価指数に操作部2から入力された「破損の起こりやすさ」に関する評価指数を乗算することにより上記1次評価結果を算出し出力部3に出力する。

次に、このように構成されたRBM用データベース及びRBM支援装置を用いたRBMの遂行方法について、図5のフローチャートに沿って詳しく説明する。

まず最初のステップS1(目録作成)では、火力発電所の診断対象部位を抽出すると共に階層的に分類し、各診断対象部位の関連情報、つまり設計情報、運転情報及び検査情報、材料情報等を調査・収集してデータベース化すると共に各診断対象部位の損傷メカニズムを定義する。この目録作成の結果、電力停止期間評価テーブル1aを検索するための上記単位被害金額及び電力停止期間、ボイラ補修費評価テーブル1b、その他補修費評価テーブル1c及び人的災害評価テーブル1dを検索するためのボイラの大小及び被害の大きさ、さらに当該ボイラ以外の全診断対象部位に関する規模(大小)及び被害の大きさが明らかにされる。そして、ステップS2では、目録作成の成果物に基づいて各種専門家が合議することにより「破損の起こりやすさ」に関する評価指数が決定される。

続いて、ステップSaは、上記「破損の起こりやすさ」に関する評価指数と対をなす「被害の大きさ」に関する評価指数を上記RBM支援装置を用いて自動算出する処理である。このステップSaでは、最初に検索必要情報、つまり電力停止期間評価テーブル1aを検索するために必要な単位被害金額及び電力停止期間、ボイラ補修費評価テーブル1b、その他補修費評価テーブル1c及び人的災害評価テーブル1dを検索するためのボイラを含む全診断対象部位の規模及び被害の大きさが操作部2から演算部4に入力される(ステップS3)。そして、このような検索必要情報が全て入力されると、演算部4は、当該検索必要情報に基づいて被害評価用データベース1を検索することにより、各診断対象部位に関する被害評価テーブルから各種評価指数を読み出す(ステップS4)。

また、その他補修費評価テーブル1cの検索必要情報としてボイラの規模が「大ボイラ」、かつ、被害の大きさが「1億円〜5億円」と指定された場合、評価指数としての「0.20」がその他補修費評価テーブル1cから読み出されて演算部4に出力される。さらに、人的災害評価テーブル1dの検索必要情報としてボイラの規模が「大ボイラ」、かつ、被害の大きさが「広域的」と指定された場合、評価指数としての「0.5」が人的災害評価テーブル1dから読み出されて演算部4に出力される。

そして、演算部4は、このようにして各診断対象部位に関する検索必要情報に対応した各種の「被害の起こりやすさ」に関する評価指数を取得すると、当該「被害の起こりやすさ」に関する評価指数とステップS2で得られた「破損の起こりやすさ」に関する評価指数とを各診断対象部位毎に「破損の起こりやすさ」及び「被害の大きさ」に関するリスクマトリクス上にマッピングする(ステップS5)。そして、演算部4は、このリスクマトリクスをRBMの1次評価結果として出力部に出力する。以上のステップS2〜S5によって各診断対象部位に関する1次評価が終了する。

ステップS6では、判定モジュールを用いて上記1次評価結果が別途評価される。より具体的には、1次評価結果は、リスクカテゴリーつまり「許容可能」,「条件付許容」,「要計画変更」及び「許容付加」毎に色分けされ、メンテナンスの優先度や検査計画が策定される。図6は、当該ステップS6を経たリスクマトリクスを示している。この図において、クロスハッチ領域は「許容付加」を示し、斜線領域は「要計画変更」を示し、ドット領域は「条件付許容」を示し、無装飾領域は「許容可能」を示している。

ステップS7では、各種専門家による合議によって各診断対象部位の2次評価(最終評価)が検討される。この2次評価では、1次評価結果を各種専門家が各診断対象部位の相互関連や他の火力発電所に関する事例をも含めて総合的な観点から再評価し、各部位のリスクに関する最終的な評価結果(2次評価結果)を決定する。

なお、本発明は上記実施形態に限定されるものではなく、例えば以下のような変形が考えられる。
(1)上記実施形態では対象物を火力発電所としたが、本発明は火力発電所に限定されるものではなく、規模の異なる診断対象部位を有する各種の対象物に適用することが可能である。
(2)上記実施形態では診断対象部位を2つの規模(大ボイラ及び小ボイラ)に分類したが、本発明はこれに限定されるものではなく、さらに多くに分類しても良い。

【発明の効果】
以上説明したように、本発明に係わるによれば、対象物のリスクベースメンテナンスにおける被害の大きさと評価指数との対応関係を示す被害評価テーブルを対象物あるいは/及び対象物の診断対象部位の規模毎に備えるので、従来のように各種専門家による合議を経ることなく、被害評価テーブルを検索することにより被害の大きさに対応するより信憑性の高い評価指数を自動的に取得することができる。したがって、このように自動取得した被害の大きさに関する評価指数に別途取得された損傷の大きさに関する評価指数を乗算することにより、RBMにおける1次評価結果を従来よりもより短時間で取得することができる。
