従来、ROM(リード・オンリ・メモリ)に制御プログラム、アプリケーションプログラムを格納する単機能ICカードが使用されてきたが、近年、EEPROM等の不揮発性メモリの容量の増加によって、複数のアプリケーションプログラムを不揮発性メモリに格納して多機能化を図ったマルチアプリケーションICカードの実現が可能になっている(例、MULTOS,Java Card)。

定期券とプリペイドカードとを併用するICカードシステムも既に普及し、また、マルチアプリケーションICカードの余ったメモリエリアを提携会社等に貸与し、各提携会社が個別に発行するカードを1つのICカードに統合できるようにすることや、電子マネー、ポイントカード、チケット、クーポンなどを併用したり、ICカードを携帯電話にセットしてモバイル決済を可能にすることなども考えられている。

【発明が解決しようとする課題】
マルチアプリケーションICカードに関する管理権限は、カード発行者(イシュア)にあり、通常カードに搭載するアプリケーションはカードが工場で発行されるタイミングで静的に書き込んで出荷し、その後配送業者を経てエンドユーザ(生活者)の手元に届くようになっている。一度出荷し、生活者の手元に届いたカードについては、アプリケーションを動的に追加搭載、削除した場合に動的に変化するカード情報をイシュアが管理する手段がないため、生活者が任意のアプリケーションを選択し、追加、削除をすることができない仕組みになっていた。もし、生活者がアプリケーションを任意に追加、削除できるようにすると、イシュアの意図しない、例えば競合会社の作成したアプリケーションが搭載される可能性があり、イシュアの業務を妨げることになりかねないからである。

【課題を解決するための手段】
本発明は上記課題を解決しようとするもので、個人のマルチアプリケーションICカードの情報をICカードデータ管理センタ側のサーバで一元的に管理してカードのメモリ容量を管理し、生活者に対してカードの領域を貸与してアプリケーションの選択、追加、削除が任意に行えるようにすることを目的とする。

本発明では、イシュアから提供されたマルチアプリケーションICカードに関する情報をICカードデータ管理センタにおいてデータベース化して一元的に管理する。即ち、本来、アプリケーションを動的に追加、削除できるマルチアプリケーションICカードにおいて、生活者個人のカード情報を登録した会員管理データベース、使用メモリ容量データベース、搭載アプリケーションデータベース、搭載可能なアプリケーション候補一覧データベース、イシュアデータベース、アプリケーションの作成者がビジネス上で競合関係にあるか否かを判断するためのビジネスロジックデータベース等をICカードデータ管理センタ側で管理することにより、アプリケーションの追加権限管理を徹底し、イシュアの意図しない、競合会社の作成したアプリケーションなどが搭載されないように管理する。その結果、生活者が任意のアプリケーションを自由に選択し、自身のカードに追加したり、削除したりすることを可能にする。また、カード上のメモリについては、本来カード発行者であるイシュアに使用権限があり、生活者が任意にアプリケーションを追加するたびにイシュアの領域を使用したという考え方に立って、メモリ使用料としてイシュアから生活者、もしくは提携先のアプリケーション提供者へ課金請求するようにする。

本発明のシステムにおいて以下のような2つの実施の形態、即ち、新ビジネスを成立させることができる。
(1)実施の形態1:イシュアとセンタ事業者
・個人情報、アプリケーショ情報、個人のカードのメモリ領域情報を管理するデータベースをICカードデータ管理センタに設置し、管理業務代行サービスを
行う(センタ事業者)。
・イシュアは、センタ事業者にデータの管理業務代行を委託する。
・イシュアは、毎月の管理代行料をセンタ事業者に支払う。
・センタ事業者は、月次などで生活者のダウンロード履歴を集計し、集計結果をイシュアに提出する。この場合生活者毎にダウンロード回数、使用メモリ容量
