Abstract
A gateway apparatus (10) according to the present invention comprises: a memory (11) that stores information related to the peripheral environment of a radio base station; a controller (12) that generates on the basis of the information a message to be used for paging a mobile station existing in the cell of the radio base station and that executes a process for determining information of the destination of the message; and a transmission unit (13) that transmits the message. In this way the number of paging messages is reduced thereby achieving the optimization of paging.
