An hydro-pneumatic system for operating a plug or butterfly valve 1 in a trunk line comprises an oscillatory hydraulic torque actuator 3 operated in one direction or the other under the control of a valve 7 which connects a source 9 of air or gas to one or other of tanks 26, 27, partly filled with liquid and connected to opposite sides of the actuator, and emergencyoperable means consisting of manually-operable pumps 29, 30, and check valves 49, 51, 59, 61, interposed in the pipes between the tanks and the actuator. The valve 1 is spline connected to a shaft 2 on the vane 5 of the actuator which is movable between fixed abutments 6 to open and close the valve. A plate 25 is secured to the body of the valve and carries the tanks 26, 27 and a housing 28 containing the cylinders 29, 30 and pistons 32, 33 of the pumps. The control valve 7 is mounted on the front of the actuator and when it is moved by a handle 17 from the position shown to connect the source 9 of air or gas to the tank 27, the liquid therein is displaced through a pipe 56, the cylinder 30 and a pipe 57 to one side of the actuator to close the valve, liquid from the other side of the actuator passing through a pipe 47, the cylinder 29, a pipe 46 to the tank 26 which is connected by the valve 7 to an exhaust 10. Movement of the valve 7 to its alternative operative position effects movement of the actuator in the reverse direction to open the valve 1. In the event of failure of the supply of air or gas, the actuator can be moved to close the valve 1 by reciprocation of the piston 32 in the cylinder 30 by a lever 36, which is normally urged by a spring 42 to a retracted position, to draw liquid from the tank 27 through a by-pass pipe 58 and check valve 59 and supply it through the check valve 61 and by-pass pipe 60 to the actuator. Reciprocation of the piston 31 in the cylinder 29 moves the actuator in the reverse direction to open the valve 1. The pistons 31, 32 may be positioned in the cylinders 29, 30 so as to disconnect the pipes 46, 56 from the pipes 47, 57, respectively, so that operation of the control valve 7 is ineffective on the actuator, locking bars preventing the springs 41, 42 from retracting the pistons. In an alternative embodiment, the pipes are re-arranged and additional valves provided so that liquid displaced from the tanks 26, 27 to the actuator 3 does not flow through the cylinders 29, 30 of the pumps.
