One or more hairpin members 2 are located across a pair of parallelly arranged reinforcement wires 1 which are crossed in the space between the hairpin legs 3. Two or more pairs of wires in the same plane may be traversed by the legs of one hairpin disposed, e.g. at each end of the wires. The ends of each pair of wires may be bound as at 4. The wires may be pretensioned.
