Abstract

A site management system 1 includes an access control module 2, which has a reader 3. The reader 3 can receive information from a transmitter 30 carried by an individual. The access control module 2 recognises information that is carried on the transmitter and uses this to authenticate the identity of the individual using a verification system 4. A data exchange facility 5 is used to determine the qualifications of that individual. The qualifications may include such things as security clearances, licences, first aid certificates, professional qualifications and the like. The access control module 2 may have a biometric input, such as face recognition unit, and a touch screen display. The transmitter 30 may comprise a USB stick that is received in a USB port of the access control module 2. A tracking module may also be provided within the transmitter which includes a display so that a map showing the nearest emergency exit can be displayed.

Description

Site Management System The present invention relates to a site management system and in particular but not exclusively to a site management system that allows for the control of access of an individual or individuals to a site and/or areas within a site.
Background to the Invention
Systems are known where access to sites is controlled. On a simple level access to sites such as buildings is by way of key pad systems, for example where an individual operates a key pad by using a sequence of key strokes to provide an access code which if it matches a pre pre-programmed code will allow the individual to access the site.
There are more sophisticated systems where an individual uses a card that contains an ID transmitter which is read by a reader at an access point to the site and if the card has the correct permissions, the individual will be allowed to access the site.
Once on site, the movements of the individual may be monitored, for example by using a GPS (Global Positioning System) and also, there are systems that can record when an individual leaves a site.
A problem with such known systems is that once an individual has gained access to a site, there are limited ways of restricting movement of that individual to areas on the site. To date, access control has been done by having further access controls at various locations in the site. However, such systems may be overcome if an individual obtains information as to how to enter other sites or if they are allowed access by another individual. Also, such systems place a burden on the managers of the site because as there are multiple locations for the access controls, permissions for access has to be set up for a particular individual and coordinated for each of the access controls. A further problem associated with known systems is that apart from checking who an individual is, there are no checks to see if the individual has at the time of attempting to enter the site, the necessary qualifications to operate on that site.
It is an object of the present invention to provide a centralised access system, which verifies the authenticity of an individual to be on site or at a particular location on a site as well providing a system that is easier for the managers of a site to implement.
Statement of Invention
According to a first aspect of the present invention there is provided a site management system including an access control module having a reader, whereby the reader can receive data from a transmitter carried by an individual to establish the identity of the individual, characterised in that the access control module also has a data exchange facility to interrogate a database storing information about qualifications of the individual.
The site management system is particularly applicable to the control of access to a building, such as an office, a hospital or a school. However, the system may also be used with sites such as construction sites, where there may be multiple individuals trying to gain access to a site and who may only be authorised to access particular locations on a site.
Preferably the access control module includes a display. The display may be viewed by a site manager or by the individual. The site manager can check who the individual is and the individual will be provided with instructions about the information they need to input to access the site. Further the display can show information to the individual about the site he or she is entering.
The access control module may include a data input facility whereby information about the individual may be uploaded to or downloaded from the access control. Data that is usually required about this individual is the name and address, information about qualifications such as whether the individual is qualified to carry out work they say they are. Also insurance details, training records, certification records such as whether the individual has a first aid certificate or not may be inputted using the data input facility.
It is envisaged that the display includes the data input facility.

The display preferably is a touch screen which may be used to upload data or to download data as required about the individual, or by the individual. The touch screen may also include an instruction display facility, so a series of instructions may be shown on the display in order to provide a check list to the individual or a site manager which he or she can use to check and verify the details for the individual in an organised and logical manner.
Further, the access control module may include face recognition capability. In such a situation, the control module will include a camera that can capture an image of the individual and face recognition software will make comparisons with the captured image and data held on the data transmitter that the individual carries. If the captured image and the data on the transmitter do not align, then access to a site will be denied.
Further, the face recognition capability may be linked to the display and a site manager can also make visual comparisons with the individual as a double check as to who is trying to gain access to the site. If the site manager sees that the individual and the data held on the transmitter do not match, they can capture an image of the individual on the site management system, so a record of individuals who have been denied access is held.
It is preferred that the reader can detect command inputs using electrical, magnetic or optical detection techniques. Further the reader may include biometric detection means for receiving data about an individual.
It is preferred that the transmitter is a USB (Universal Serial Bus) memory stick.
Preferably the when the display is a touch screen, the display includes a port into which the USB stick can be inserted.
Preferably the site management system utilizes at least a two stage check of information about the individual. The information in the first instance would be personal information about the individual, for example name, date of birth, who the individual works for in order that an initial identification of the individual can be made. Once the identity of the individual has been established a database storing information about the qualifications of an individual would be interrogated. The qualifications would be information such as the level of security clearance for an individual, whether the individual has a current first aid certificate and if so, to what level. Further qualifications could include whether the individual has a certain professional qualification and whether it is currently in force and also data about whether the individual has undertaken continued training such as Continuing Professional Development training.
Once the individual has been allowed access to the site, they would then be presented with information on the display showing details of the site such as floor plans, phone numbers so the individual has ready access to data about the site as efficiently as possible. It is envisaged that only the data that the site management system detects is necessary for that individual to perform his or her duties on the site will be provided.
It is preferred that the site management system includes a tracking module so movement of the individual on the site can be monitored. The tracking module may be integral with or attachable to the data transmitter that the individual has in his or her possession. Alternatively the tracking module may be a separate unit that the individual carries on his or her person once they have been allowed access to the site.
Alternatively the tracking module may be an application that can be uploaded onto a mobile phone. Typical tracking systems include GPS (Global Positioning Systems) but the invention is not limited to such systems.
Preferably, the tracking module includes an alarm. The alarm can be used for example if the individual injured him or herself or if he or she comes across a situation, such as a fire where the site manager needs to put in place emergency procedures.
The tracking module may further include a light or display having a map showing the nearest emergency exit. This would have a particular advantage if the individual has not been in the building before as they would have a ready reference to enable them to evacuate the building as quickly and efficiently as possible.
The site management system includes a command module, whereby once data is collected about an individual, instructions are sent to one or more access controls on the site setting out whether a particular individual has permission to pass the access control.
Preferably the site management system includes a time recording module, which records the time period that a qualification remains in force and during that period will allow access of the individual to the site. However, once the period of qualification is found to have expired or is nearing expiry, an alarm system is activated so that when the individual next tries to enter the site, the site manager or individual is alerted to the status of the individual's qualifications. The individual will then be provided with data such as telephone numbers of organisations that they can contact to renew their qualifications so they can gain access to the site.
According to a second aspect of the present invention there is provided a site management system whereby an access control module having a reader, receives data from a transmitter canied by an individual, the access control module verifies the identity of the individual characterised in that the access control module also intenogates a database storing information about qualifications of the individual and if the individual is found to have appropriate qualifications, the access control module allows the individual access to the site or to limited areas of the site.
The invention is advantageous in that it provides a simple system for checking individuals and controlling access to particular locations on a site.
Description of the Drawings
For a better understanding of the present invention, and to show more clearly how it may be carried into effect, reference will now be made, by way of example, to the accompanying drawing, in which: Figure 1 shows a schematic view of a site management system according to an embodiment of the invention.
Description of Preferred Embodiments
Referring to Figure 1, a site management system is shown generally as 1. The site management system includes an access control module 2, which is in communication with a reader 3. The reader can receive information from a transmitter 30 that is contained in a data carrier that is in the possession of an individual (not shown). The data carrier is in the form of a card or a USB stick with information embedded in a chip in the data carrier. The access control module recognises information that is canied on the data carrier when inserted in the card reader 3 and uses this to authenticate the identity of the individual. Once the individual's identity has been verified using a verification system 4, contained within the site management system, the site management system uses a data exchange facility 5 to interrogate a database or multiple databases containing further information about the individual which relates to qualifications that that individual may possess. The database(s) may be an integral part of the site management system or a remote database, for example, a database that is held by a professional organisation about that individual.
Once the data about the individual and his or her qualifications has been established data is then sent to individual confirming that they have access to the site as a whole or only to defined areas of a site.
The access control module will also include a display, which is typically a touch screen display, which provides the individual with information about the site on entry.
The information will include for example the following details.
A site register, Site induction procedures, Staff details for people on site, Fire plans, Health and Safety Policies, Location of first aid boxes, Company policies on site e.g. use of cameras etc, Location of electrical distribution boards Details of Electrical Installation Certificates, Floor plans, Details of where hazardous materials are stored or are on site, e.g. asbestos The site management system is arranged such that only data that will be relevant for a particular individual will be displayed. An example is that for an electrical contractor, floor plans and electrical wiring diagrams will be displayed. The site management system may also include a safety facility such that if the emergency services are called, they will also be provided with site information.
Further the site management system is in communication with further access systems 6 at various locations throughout a site and should an individual try to access those various locations, then the further access systems will transmit data confirming that the individual has tried to enter a particular location. The access control module will then verify who the individual is and communicate with the access control module 2 to check whether that individual has permission to enter the area controlled by the further access system. If the control module confirms that the individual does have the necessary qualifications to enter that area, then access will be allowed. If the access control module signifies that the individual does not have the necessary qualifications, then access will be denied. Optionally, the individual would then be provided with information about what is needed to gain access or they will be instructed to contact a professional body to make enquiries as to whether information contained about them is correct or up to date.
The data carrier can also include further applications such as a tracking system, an alarm or panic button shown collectively as 35. The incorporation of an alarm or panic button provides a safety features for an individual when on site. The alarm system can also be in wireless communication with the access control module so that if an alarm is raised, a check can be made whether the alarm is genuine and if so, the emergency services can be contacted immediately. The tracking system allows a site manager to monitor various individuals on site simultaneously.
The invention allows for the an integrated system where not only can the access of individuals to a site be controlled but also the information that is needed by that individual can be targeted specifically to the requirements of the individual on site.
The invention is envisaged as covering all combinations of the features as described and aspects and embodiments discussed. It will be apparent that modifications and variations of the invention can be made without departing from the scope of the invention as described.

Claims (21)

  1. CLAIMS1. A site management system including an access control module having a reader, whereby the reader can receive data from a transmitter carried by an individual to establish the identity of the individual, characterised in that the access control module also has a data exchange facility to interrogate a database storing information about qualifications of the individual.
  2. 2. A site management system according to claim 1, including a display.
  3. 3. A site management system according to claim 2, wherein the display is a touch screen display.
  4. 4. A site management system according to claim 2 or claim 3 including a data input facility whereby information about the individual may be uploaded to or downloaded from the access control.
  5. 5. A site management system according to any preceding claim also including face recognition facilities.
  6. 6. A site management system according to any preceding claim wherein the reader can detect command inputs using electrical, magnetic or optical detection techniques.
  7. 7. A site management system according to any preceding claim including biometric detection means for receiving data about the individual.
  8. 8. A site management system according to any preceding claim including a USB (Universal Serial Bus) port for receiving a transmitter in the form of a USB stick.
  9. 9. A site management system according to, any preceding claim including a controller for the display that controls information displayed to the individual about the site based on the data received about the individual.
  10. 10. A site management system according to claim 9, including an access checker whereby data is displayed and an individual has to operate an input to verify that they have seen the data before being allowed access to the site.
  11. 11. A site management system according to any preceding claim including a tracking module so movement of the individual on the site can be monitored.
  12. 12. A site management system according to claim 10, wherein the tracking module is be integral with the data transmitter.
  13. 13. A site management system according to claim 10 or claim ii, wherein the tracking module includes an alarm.
  14. 14. A site management system according to any of claims 10 to 12, wherein the tracking module includes a light, or a display having a map showing the nearest emergency exit.
  15. 15. The site management system includes a command module, whereby once data is collected about an individual, instructions are sent to one or more access controls on the site setting out whether a particular individual has permission to pass the access control.
  16. 16. A site management system according to any preceding claim including a time recordal module.
  17. 17. A method of managing the access of one or more individuals to a site, whereby an access control module having a reader, receives data from a transmitter carried by an individual, the access control module verifies the identity of the individual characterised in that the access control module also intenogates a database storing information about qualifications of the individual and if the individual is found to have appropriate qualifications, the access control module allows the individual access to the site or to limited areas of the site.
  18. 18. A method according to claim 17, wherein prior to being allowed access to the site, a display provides information to the individual and the individual has to verify by using a data input facility that they have seen the information.
  19. 19. A site management system substantially as described herein with reference to and as illustrated in the accompanying figure.
  20. 20. A method of managing access to a site substantially as described herein with reference to and as illustrated in the accompanying figure.
  21. 21. A computer program product having a plurality of computer executable instructions that when executed causes a computer system to execute the method of any of claims 17 to 19.
