Abstract
The card includes personal identification, National Insurance number, date of birth, signature and e-mail address in the form of a bar code hidden under a tape. The card may include an information chip. The card may be used by football or night clubs to control access of individuals with the bar code reader linked to a database on the Internet. The card may be UV reflective around the edge for night time visibility.

square on the left hand side of the card is where the photogr#0 of the cardholder is located. On the right hand side of the card is the name of the cardholder. The Wolfdales logo is also located on the right hand side, which consists of a white wolf with a black and grey shadow on its face. Around the outside of the white wolf is a golden glow. Around this is a wolf's head only with a golden glow. There is a blue sky with a moon. This photograph was taken over Salisbury Plains of Stonehenge. Around the outside of this contained all in a circle. The blue of the circle is the same blue as the Olympic circle of Britain. Below that is the phone number of the cardholder. Followed by the Email address of the company, www.wolfdale. Under this is the signature of the cardholder followed by the cardholder's National Insurance Number. Underneath this is the bar code that contains the cardholder's details such as National Insurance Number, blood group, Date of Birth, expiry date of the card and the number of cards held by the cardholder. This information is held on CD Rom. This CD Rom can be entered into any computer. Written next to the bar code is the cardholder's Date of Birth, followed by the expiry date.
I am planning to produce 4/6 different designs, all of which will have a reflective glow. The cards will be produced in different colours to illustrate the different age groups, such as, school children, school leavers and college students. Not all cards will be used in nightclubs.
Cards that contain the Wolfdale hologram can be used as a visa/bank Card. The hologram itself will read by specifically made computers. All Wolfdale cards and products will have a bar code on them.
This card is going to be used as an anti-violent scheme card for nightclubs, pubs and any other public locations. The only information on the card that will be transferred is the National Insurance Number, blood group and Date of Birth. This information will only be transferred to the Wolfdale Internet if and when the cardholder commits an illegal act of an act of violence.

Wolfdale Worldwide Club Card Internet/Barcode ri, List of readable information / systems for card or key, Magnetic strip, Bar Code, Checkered board code, Checkered board code Hologram, Smart card-Microchip, CD, CD ROM, Hologram, laser readable, Hologram picture, Magnetic chip, CD swipe, Thumb Print, SIM, Recognition of fingerprint, Recognition of eye pattern, Retina scan, ova scan, scan facial definition points, Smart SIM, Silicon chip, Body scan, and radio wave, Its purpose is to send and receive information via the Internet in respect of people's movement. Such information will "weed out" undesirable people with undesirable tendencies. This information will be held in a barcode on a membership card, which may include; photograph, name, address, date of birth and medical alert information.
The Internet will hold the banned barcode numbers (all of the above), names and addresses.
Points are added for aftnz(96 and criminal convictions, which when total ten, will ban an individual for one year. For extreme cases individuals can be banned for life.
Police have access to the information stored and they are able to swipe the card to enter penalty points.
Taxis can be ordered using the card. Readers may be provided at taxi ranks and outside nightclubs, to reduce queue and traffic congestion (day or night).
Different colour cards may be used, one colour for VIP's and another colour for standard membership. A third colour may be used for student membership. The significance of the colour will be unknown to the holder.
Managers and company Wolfdale club cardholders will have gold cards and club owners will have platinum cards.
Outdoor functions, private birthday parties and any other forms of entertainment could use this card to prevent undesirables entering.
This links in with student membership/colleges with regards to-use in student bars and clubs.
The card will not alter the makeup of the clubs or the way they run their membership, therefore there will not be any disruption.
Point Card a:14-8jmwdrep 2 1.
Rugby, cricket, and golf social clubs do not encounter problems related to violence, unlike football clubs where they encounter problems with crowd control and violence on the stands and outside the grounds and abroad.
My goal is to protect the.football grounds. I also believe this idea will protect nightclubs, other public venues and members of the public from the same problems as mentioned above.
Points to Card When there are points on a card, they remain on the card for one year and the banned troublemakers' card number and information, remains on the computerlinternet for five years.
Members that are banned cannot renew their membership in a new club or new area until the time limit has expired. Each card will have a countdown timer on the card and expiry date memberships can start at the beginning of each month. Cards that start in July 2000 will stipulate the datef started, expiry and so on. If the card starts in July 2000 the card will indicate on it 07100 similar to credit cards.
Club Owners Club owners will distribute by posting cards to new members on second class stamped envelopes, which will have the Wolfdales logo. This is to protect the nightclub and Wolfdale against fraud (to ensure that the address the new member has given, has the correct information in ail categories). There will be a letter in the envelope stating that if the person does not live at the address, to return to sender and a small paragraph explaining the legalities of fraud.
Each new member will need to prove their date of birth with no less than three forms of identification. If at any time the membership card "has been posteT to the wrong address, this person will have points added to their membership. If the person is deliberately avoiding identification of name, age and address, this will give protection to the nightclub and will assist security inside and out. This will be done with a point system starting from zero to ten. Ten points are a one-year ban and zero points are a clear membership. The penalty points will prevent members entering any nightclub, in any area.
. pl.
CV,\ of Swipe Card Front The front of the card will hold the Wolfdale logo. The bar code will also be held on the front of the card in order that the bar code can be swiped with a PDF system.
The card will be manufactured with a UV13 light reactive plastic which means it will light up in nightclubs, so if for example, the card is dropped, it will be seen on the floor. There will also be a light reflective ring around the outer side of the card so that the card can be seen from normal lights and also car headlamps, etc. so when someone is waiting for a taxi outside the club the taxi driver can see clearly their return fare. This will reduce the crowd element outside the club, which will reduce trouble zones.
a:14-Bjmwdrep Back of Membership Card Photograph Name Date of Birth National Insurance Number Expiry date Signature Taxi telephone number Signature A clear plastic coating will protect the back of the card. I ' f there is any tampering with this plastic, it will show up a shadowing on the card (see sample in folder) Contacts Jim Williams - Telford & Wrekin Council Club Licensing Department Peter Bradley MP Bruce Grocott MP Naughty Nell's, Shifnal Ice House nightclub, Oakengates, Telford 42nd Street nightclub, Oakengates, Telford (Wolfdales will contact more clubs when the card is in production).
PDF Svstem (Bar code) The PDF Swipe System (barcode) has been proven to be successful around the Country. For example, the DSS are using this system in Post Offices to reduce fraud and theft.
When the nightclubs prepare to open, they back up the PDF system by modem on the Internet. Only details of people who are banned will be downloaded.
When members enter the nightclubs and swipe their cards, security will automatically know who has been banned for the week, month, year etc.
The speed of the technology will reduce the queues outside the club.
The barcode will be hidden under a secure tape on the back of the card, which will be read by a laser only. As the code is hidden this will prevent copying/fraud.
a: 1 4-8jmwdrep The barcode will be separated from different categories:
1. Identification of where the card was originally purchased 2. Details of any added points/ban 3. Identifies members that have a connection with any football clubs The Wolfdale card will reduce problems associated with violence within the club ' however, outside of nightclubs, security do not have any authority to deal with i4. Police intervene which creates poor reputation for the club and inevitably club will close as a result. However, members will soon discover that they will not be given access to nightclubs etc if they are banned and will learn that attempting to gain access is futile. The problem of violence will decrease which will be positive for the clubs and for members of the public who use the clubs. Club reputations will improve which will result in more people using the clubs. This will result in an increase for businesses- Not just for the clubs but for burger bars, taxis, etc.
Anti violence - if involved in a fight and banned as a result they will be banned: (Points added for each time period to be determined) Any lost cards, which have been handed in, will be rewarded with a free ticket/drink. They will be easy to identify as the card will hold information on the name, address, etc of the member and will therefore be returned to the rightful owner.
Stolen cards - If any cards are used incorrectly to gain access, the card will be identified as stolen and Police will be able to intervene.
Any damaged cards will need to be replaced and re-enroll membership and members will have to pay E6.00.
Police intervention into violent ln"\"Ceideffms - Police will be able to add points onto peoples card. Also another advantage is that when a card is swiped and there is a ban, the Police can be called straight away to remo.ve that person from the premises before any problems occur.
Due to details such as change of hair colour like and hair styles, the card will need to be updated every so often (to be determined).
Identification Card Central Government is thinking about introducing a national identity card. However, Wolfdale card does include the National Insurance Number and could therefore also be used as an identification card.
Market research has been carried out in the local area, which included consultation with a wide range of age groups, where there has been positive feedback. Visits were also made to Malinsgate Police station, Wellington Police station and information bureau at the Telford Town Centre. There does not appear to be a facility for purchasing Identification cards.
a:14-8jmwdrep [If an identity card scheme were to be administered by a private company for the Government would this raise any special concerns? The purposes of the scheme and the information required would need to be considered before an answer could be given].
School leavers could use the Wolfdale card as a form of identification for use in Recreation Centres, at a reduced rate. It is well known that once teenagers leave school and stop doing physical education, their fitness levels drop. This will be a way of encouraging teenagers to remain fit and active and of course will provide a positive interest, than just hanging around the streets causing problems within their community.
Flex Card Telford & Wrekin Council operate a Flex Card which is used by people on Income Support, Single Parents Allowance, Disability Allowance etc, for use in leisure centers. The Wolfdale card could also be used as a Flex card, which would cost the Local Authority less money, as the amount of administration would be reduced. The card would be purchased from participating nightclubs, recreation centers, stores at the Telford Town Centre, pubs and at any venue where there is a Wolfdale logo.
Loyaltv Card The Wolfdale card is not just used for access to pubs and clubs. It could also be used as a loyalty card. A number of shops within the Telford Town Centre have been approached and some have expressed an interest and have agreed to offer reductions for card users. However, Wolfdale will not issue any personal details to shops because of data protection. Members will supply participating stores with their personal details.
With regards to the Data Protection Act, when members complete the original form to apply for a Wolfdale card, they will be required to sign to give permission for their details to be held on the Internet.
Doctors/Dentists The Wolfdale card can also be used in doctor surgeries and dentists, which will contribute to the efficiency of practices both for the customer and staff.
Football Football clubs worldwide will be able to access the information available on the Internet and therefore will be able to identify troublemakers, which will enable them to prevent outbreaks of violence. They will also be able to add points to cards.
al 4-8jmwdrep [Telford footbafl ground - could instalf before new turnstiles are fitted].
Card or key.
Season ticket holders would have to swipe their card when purchaW ticketr. ,, This enables the club to identify ban trouble-makers and therefore refuse the sale.
Niqhtclubs Main goal to start at the nightclubs. The Ice House nightclub in Telford has a chain of nightclubs up and down the Country.
In the event of an emergency such as a fire evacuation, the Wolfdale club card could prevent the loss of life. The club will have a list of names of all the people who have entered the club and will therefore provide an excellent method of monitoring everyone that has cleared the building.
Enquiries In the event of any membership queries, members will be able to enquire at the place from where the card was purchased. There may also be a telephone help-line included as part of the scheme.
Notes:, Life bans - Must use an arbitrator service if required, however, if found guilty then costs may be passed on to club etc.] [introductory letter to the MP's required].
Internet /Bar Code The Bar Code system will be using the Chequered Board Bar Code, which is capable of holding a photograph on the card and the Internet system.
The Wolfdale web site is a secure Internet system. When logging onto this system the user must enter their name and Date of Birth. This can be done from any location. This system will not be accessible by and person with a ban.
Points If the cardholder commits any act of violence, that person will be banned for one-week. Under the discretion of the nightclub this ban can be increased depending on the severity of the act or the financial cost to the club. If the ban is to be increased the managerlowner of the club must swipe his card along with the banned cardholder in order that the two cards can be monitored together. The cardhoider will then be unable to enter any premises that have this system in place for the length of the ban. This reduces the threat of violence and the cardholder will be unable to take advantage of any discounts available from participating stores and shops.
The first act of violence will result in a oneweek ban. This debt must be cleared and a new membership gained before the debt goes back to zero. If this debt is not cleared within one year this debt will automatically increase to a two-week ban, And so on.
Penalty Points 1 penalty point = 1 week ban 2 penalty points = 2 week ban 3 penalty points = 3 week ban 4 penalty points = 4 week ban 1 month and 1 week 2 months and 1 week 3 months and 1 week 4 months and 1 week 5 months and 1 week 6 months and 1 week 8 months months 12 months = banned I C) Wolfdale Low Badqes The Wolfdale Logo Badges will be clearly displayed in all participating stores, restaurants, clubs etc. The Wolfdale logo is trademark. A fee of E10.00 per year will be paid by each participating location to the founder of the company. This money will be ploughed back into the company in an effort to constantly improve service levels. The displayed badge will clearly inform people that 1 pence of every purchase will be donated to a chosen registered charity.
Advantaqes of the Wolfdale card 1. A reduction of under age purchases such as alcohol and cigarettes. 2. A reduction in queues. Two examples are:
a. At petrol stations, more people will be able to pay for their purchase at the pumps as the card can be used as a visa card.
b. At banks, as the card is swiped, the cardholder's details come up automatically which reduces the amount of time completing forms.
Barclays Bank Pic has recently been contacted who are to forward details of their main branches.
3. At schools, a transmitter can be used in conjunction with entries and exits. Some areas could have restricted access, such as Information Technology areas. The whole school would be protected against intruders.

The telephone number can be read as a bar code. If printed in system format the email address, signature, and National Insurance Number can be read by laser. Using this information can prevent fraud.
The position of the items on the card can be moved around and changed to suit any purpose.
Your Date of Birth would also be in Bar code format All of the information on the card can be available at any time.
