Abstract

To reduce the traffic load in a cell of a cellular communication system, the cell size is reduced thus transferring traffic to adjacent cells. The quality (bit error rate or frame error rate) of a communication channel is monitored, with a deterioration in quality indicating traffic overload. Cell size is reduced by reducing the power of a pilot signal transmitted from the cell's base station or by changing the hand-off parameters (which may be set in the mobile). Adjacent cells increase in size in the same manner so that no gap in coverage is produced. According to the invention, the power level of the pilot signal is decreased to a first predetermined level when the quality of a monitored CDMA channel is below a first level and is increased to a second predetermined level when the quality is above a second level.
