Abstract

For altering the time base of a signal, such as for reducing flutter in a video signal, the signal is written into a first shift register at a rate corresponding to the time base of the signal and parallel transferred to a second shift register from which it is read at a predetermined reference rate. The registers may be CCDs formed on a common chip.
