June 7, Rail joints.-Fish-plates are constructed so as to have approximately the same bending-moment and elasticity at the joint as the rail. The fish-plates may be of equal size, and of a depth approximating to the depth of the rail, and may have under flanges 11 of equal thickness to the bearing-flanges 6. The under flanges may also be approximately tangential to the line of stress. Reference has been directed by the Comptroller to Specifications 12,301/99, 16,452/99, and 7374/08.
