A building block or panel 1 comprises a cement or the like body with one or more cavities as 2 to 6 extending parallel to the sides thereof, the cavities being filled with foamed plastics (e.g. polystyrene) inserted as partially expanded "beads" 8 which are further expanded e.g. by heating with steam to cause them to lock together and adhere to the sides of the cavities.
