A fraction of the output of a clock pulse generator is passed to an output line in substantially evenly distributed form. The non-carry pulses of a binary scaling circuit 32 pulse core windings 38-42. Opening a gate such as 45 passes pulses generated in the windings of a corresponding line 43 to the output 49.
