1,018,681. Measuring insulation and resistances. CHARBONNAGES DE FRANCE. July 22, 1963 [July 24, 1962], No. 28995/63. Heading G1U. An apparatus for measuring the insulation resistance to earth of an alternating current network 2 (shown as a 3 phase supply) with an insulated neutral, and which permits an accurate measurement to be made irrespective of voltage variations in the network, includes a circuit 14 which supplies a d.c. voltage proportional to the voltage of the network, a coupling 3 including a resistance 10 connected via rectifiers between the phases of the network and earth across which is derived a voltage proportional to the current flowing through the coupling, a circuit 18 including a capacitor which is alternately charged to the voltage proportional to that of the network and then discharged to the voltage proportional to the current through the coupling; and a device for measuring the discharge time of the condenser, which will be a function of the insulation resistance to earth of the network. The current through the polarized coupling 3 will be increased as the insulation resistance decreases and hence the voltage U D across the resistance 10 will be related to the insulation resistance. However it will also depend on the network voltage. A voltage proportional to the network voltage may therefore be used to supply a multivibrator arrangement including the transistors 19A, 19B, and the voltage U D may be applied to the transistor bases. The charge and discharge times of the multivibrator capacitors 11A and 11B depend on the difference between these two voltages, which is related to the insulation resistance, so that the output frequency of the multivibrator depends only on this resistance. A measurement of this frequency therefore yields the required information. The frequency signal may be transmitted over transmission lines to a distance and still faithfully retain the information. A simpler circuit incorporating a mechanical switch and a single capacitor 11 is described (Fig. 1 not shown). The network voltage and the voltage U D are alternately switched to the capacitor, whose discharge time may be read directly by a device such as a ballistic galvanometer connected across it.
