A method of operating a steam generator that includes the operations of driving fluid at a preselected high pressure and communicating heat to the fluid; throttling the flow of the fluid to decrease the pressure of the same; regulating the amount of throttling to control said preselected fluid pressure; passing the fluid exiting from the throttling means through conduits at a lower pressure and communicating additional heat to the fluid; and driving the fluid at low pressure through a steam turbine that generates a power output; said method being characterized by subsequent operations of detecting said power output; compare the detected power output with a desired output and obtain an output error signal; regulating the heat input and the fluid flow to the steam generator in response to said error signal and simultaneously varying said throttling of the fluid in response to said error signal.
