The network may setup a single frequency layer as a reference frequency and optimize mobility state evaluation parameters for that layer. Thus, UEs can report uniform mobility state irrespective of their serving frequency.

Abstract
Un dispositif de communication d'un réseau de communication peut recevoir, d'un premier nœud de réseau du réseau de communication, un message comprenant une fréquence de référence et un paramètre d'évaluation.
